Co-creation HUB is the leading pan-African creative and innovation ecosystem enabler. In 2010, we started out as Nigeria's premier innovation center dedicated to accelerating the application of social capital and technology for economic prosperity in Nigeria. We have since grown our physical presence to five cities (Lagos, Abuja, Kigali, Nairobi and Windhoek) across Africa and we work closely with stakeholders - including entrepreneurs, civil society organizations, government, and private sector - to identify and nurture novel solutions to social challenges in Africa.

Our Kigali Centre collaborates with global stakeholders to explore the application of technology to solve Africa’s systemic problems in education, public health, education, governance and our other areas of work. In September 2019, we expanded our footprint by acquiring iHUB in Nairobi, Kenya, strengthening our commitment to supporting entrepreneurs and innovators across the continent. In 2020, we launched CcHUB Syndicate, an investment vehicle designed to improve capital access for startups and bridge the funding gap in Africa’s innovation ecosystem. In 2021, we established the Creative Economy Practice to drive the growth of Africa’s creative economy through innovation and technology application. In 2023, we further expanded our presence by opening Co-creation HUB in Windhoek, Namibia. These expansions have been intentional in contributing to our vision to be Africa's leading pan-African creative and innovation ecosystem enabler.

Job Description
The Senior Recruitment & Compliance Manager is responsible for supervising the Recruitment function and the Recruitment Manager while maintaining a strategic compliance and advisory role across the organisation. They will have full strategic and operational responsibility for recruitment, ensuring that hiring processes align with best practices, including the development of assessment centre methodologies, competency-based interviewing frameworks, and non-bias hiring practices. Additionally, they will oversee compliance aspects of People and Culture, deputise for the Director of People and Culture, and provide advisory services and training related to Talent for programmes and projects.
Duties and Responsibilities

In partnership with the Director of People & Culture, develop and implement the organisation’s recruitment strategy to attract and retain top talent.

Lead the execution of sourcing and selection methodologies, ensuring best practices in recruitment, including competency-based assessments and bias-free hiring.

Define and refine hiring processes, including assessment centre methodologies, competency frameworks, and structured interviewing techniques.

Drive innovation in hiring approaches, including gig working models and the creation of a contingent workforce pipeline.

Collaborate with hiring managers to understand workforce needs and provide strategic recruitment solutions.

Ensure compliance with employment laws, regulations, and internal policies across all locations.

Provide strategic compliance oversight to the Employment Relations, Performance & Career Development Function and the Compensation & Benefits Function.

Partner with legal and external regulatory bodies to stay updated on evolving compliance requirements and recommend necessary HR policy updates.

Conduct internal audits and risk assessments related to HR processes, mitigating compliance risks proactively.

Serve as a trusted advisor to leadership on compliance and Recruitment matters.

Provide strategic advisory services and facilitate training sessions for programmes and projects, focusing on talent and recruitment best practices.

Deputise for the Director of People and Culture, providing leadership and decision-making support as required.

Supervise the Recruitment Manager, ensuring recruitment targets are met and processes are optimised.

Manage and develop direct reports, ensuring their professional growth and alignment with organisational goals.

Recruitment Efficiency: Ensure recruitment targets are met, maintain an average time-to-hire of less than 60 days, and achieve 100% compliance with hiring best practices.

Recruitment Training & Awareness: Deliver recruitment best practice training to 100% of hiring managers annually, with at least an 80% satisfaction rating.

Compliance & Risk Management: Maintain 100% compliance with employment laws and internal policies across all locations, with quarterly compliance audits completed on schedule.

Qualifications

Desired Qualifications and Experience

Bachelor’s degree in Human Resources, Business Administration, Law, or a related field; a Master’s degree is advantageous.

CIPM / CIPD Level 7 qualification (or equivalent) is highly desirable.

Minimum of 10 years’ experience in HR, with a strong generalist background and expertise in recruitment, compliance, and employment relations.

Experience in developing and executing strategic hiring processes, including assessment centre methodologies and competency-based frameworks.

Proven leadership experience in managing HR teams and strategic HR functions.

Demonstrated ability to navigate complex organisational structures and influence senior stakeholders.
