The goal of this activity is to provide support to government-led education systems to strengthen these and incentivize greater ownership of, and investment in, the education sector by the Government of the Republic of South Sudan (GRSS), to help strengthen the social contract and build functioning education institutions to enable future development.
Position Description
The Systems Strengthening Advisor will provide technical leadership in education system reform and capacity-building to enhance government ownership and investment in the education sector. The Advisor will work closely with the Ministry of Education and other relevant government institutions to improve policy development, institutional frameworks, and operational capacity. This role will focus on strengthening public financial management, inclusive education policy, and climate resilience strategies to ensure a more sustainable and equitable education system.
This position is contingent upon award by the Foreign, Commonwealth and Development Office of the Government of the United Kingdom.
Qualifications
Education:
- A minimum of a master’s degree in education policy, public administration, international development, or a related field.
Skills and Experience:
- Minimum of 10 years of experience in education system reform, governance, and institutional capacity building, preferably in fragile or conflict-affected settings.
- Proven experience in policy development, government capacity strengthening, and multi-stakeholder coordination.
- Expertise in inclusive education, gender-responsive planning, and climate resilience in education.
- Experience working with government agencies, donors, and development partners to improve education governance and service delivery.
- Excellent strategic planning, policy analysis, and capacity-building skills.
- Excellent leadership, communication, and interpersonal skills.
Language:
Fluency in oral and written English is required.
