The goal of this activity is to provide support to government-led education systems to strengthen these and incentivize greater ownership of, and investment in, the education sector by the Government of the Republic of South Sudan (GRSS), to help strengthen the social contract and build functioning education institutions to enable future development.

Position Description

The PFM Advisor will provide technical leadership in strengthening the financial management systems within the education sector in South Sudan. The Advisor will work closely with the Ministry of General Education and Instruction, State Ministries of Education, and other government entities to improve transparency, effectiveness, and accountability in budget allocation and execution.


This position is contingent upon award by the Foreign, Commonwealth and Development Office of the Government of the United Kingdom.

Qualifications

Education:

  • A minimum of a master’s degree in public finance, economics, accounting, or a related field.


Skills and Experience:

  • Minimum of 10 years of experience in public financial management, education financing, or fiscal policy reform, preferably in fragile or conflict-affected settings.
  • Strong expertise in budget planning, execution, and oversight within government education systems.
  • Experience working with government institutions, donors, and education stakeholders on financial management and policy development.
  • Proven ability to design and implement financial control measures to prevent fraud and aid diversion.
  • Excellent analytical, problem-solving, and training facilitation skills.
  • Excellent leadership, communication, and interpersonal skills.

Language:

Fluency in oral and written English is required.
