Leads entire proposal generation activities between initial Pursue-No-Pursue (PnP) and Contract Award for all D&S opportunities. In collaboration with the rest of the capture team, produce and ensure that the executive summary, commercial, past performance, technical and management volumes accurately reflect the proposed solution and winning strategy for Sole Source or Competitive bids presenting medium level of complexity solutions and governance.
Duties & Responsibilities
- Lead Proposal for Defense and Security (D&S) by providing leadership and guidance to deliver winning proposals on time and on budget
- Establish and communicate Proposal Schedule with clear milestones and assignees to ensure on-time delivery
- Review customer Request for Information (RFI) and Request for Proposals (RFP) to extract winning themes and identify CAE discriminators that will increase the probability of win
- Define bid strategy to address customer requirements in the most cost effective manner, while leveraging CAE core technologies and off the shelf products
- In collaboration with Business Development/Sales and Pricing, help define Price to Win (PTW)
- In collaboration with Engineering, derive Design to Cost (DTC) targets for each module / system / service and communicate the challenge to the organization
- Prepare and deliver presentations to upper management
- Ensure commonality, consistency and reuse across bids
- Prepare Basis of Estimate (BoE) and comparable to validate estimated costs
- Ensure program risks are identified, quantified and recommend mitigation plans
- In collaboration with Program Management (PM), prepare and challenge program schedules
- Negotiate and validate workshare allocation between global CAE sites when working on joint Intercompany proposals
- Interface directly and indirectly with customer to review/present/negotiate the proposal content
- Peer Review estimated costs and proposal deliverables
- Define mid to long term strategies for future bids including outsourcing, off-shoring & partnership opportunities
- Investigate tools and process changes to improve proposal accuracy & efficiency
Requirements
- Bachelor in a technical domain or equivalent experience, combined with previous experience/exposure to military aircraft, naval vessels, tactical system, synthetic environment and modelling & simulation
- Minimum 3-5 years of relevant experience in a high tech industry
- Excellent communication and presentation skills
- Result oriented
- Good organizational skills and business acumen
- Ability to deal with ambiguity, customer focused, with excellent decision making and negotiation skills
- Ability to work under pressure with tight deadlines
- Previous experience in government proposal writing
- Previous experience with Salesforce
- Bilingualism (French and English) is an asset
- Be able to hold required clearances
- Eligibility to work in Australia

Security requirements
As the Australian Department of Defence is a major client, you must be eligible for SECRET (NV1) level Defence security clearance, and preferably already hold a current SECRET (NV1) clearance.
