Program Summary
KBR leads the government services world contingency market by providing responsive, full-service logistics support to forces and civilians deployed around the world under KBR’s Strategic Army Portfolio. KBR’s enduring mission support of the DoD Armed Forces dates back to 1992 when we served as the Army’s original prime contractor for its Logistics Civil Augmentation Program (LOGCAP). Today, we have a workforce of ~5,000 people representing 30 nationalities who perform work in 10 countries. Under the Agriculture Cleaning and African Swine Fever (ASF) Sanitization (ACAS) contract; KBR will manage and perform the receipt, storage, maintenance, cleaning and sanitation of vehicles and property.
Job Summary
As the Subcontracts Manager you will be responsible for leading and managing the entire subcontracting process.
Please note: This position will be located on-site, in multiple countries across the Eastern EU and is contingent upon award.
Roles and Responsibilities
- Overseeing subcontractor selection, negotiation, and contract award processes, ensuring compliance with regulations and company policies, conducting cost and price analysis, managing subcontractor performance, resolving complex contractual issues, and providing guidance to the subcontracting team.
- Collaborates closely with key stakeholders to drive successful project outcomes within budget and schedule constraints.
- Possesses extensive knowledge of subcontracting practices, negotiation abilities, and a proven track record of managing large and complex subcontracting portfolios.
- Fosters excellence in subcontracting practices, and contributing to the overall success of projects by optimizing subcontractor relationships and mitigating risk.
- Perform other duties as assigned.
Basic Qualifications (Required Education, Experience, Skills, and Certifications)
- Must be able to pass a U.S. Government background investigation and obtain a NAC-I. Due to this, you must be a U.S. Citizen or a U.S. Green Card holder who has lived within the United States for at least the last 3 years to be eligible for this position.
- Must have a Master’s Degree and at least 10 years of directly related experience. A High School Diploma and an additional 6 years of experience may be considered in lieu of a degree.
- Requires experience in subcontract coordination or related roles.
- Requires strong knowledge of subcontract management, local labor laws, and Prime contract terms.
- Must have detailed knowledge of the Federal Acquisition Regulations (FAR).
- Requires familiarity with safety and quality management protocols.
- Must have effective English communication and negotiation skills.
- Requires a valid passport with at least 12 months of validity and 6 blank pages.
Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)
- In-depth understanding of local labor laws to address concerns raised by subcontractor workers.
- Experience with subcontractor performance evaluations and vendor assessments.
- Familiarity with Base Access processes and coordination.
- Prior experience in managing Subcontract Change Orders and issuing Stop Work Orders.
- Knowledge of accounts payable processes related to subcontract payments.
- Proven ability to interpret and apply subcontractor duties and rights.
