Program Summary
KBR leads the government services world contingency market by providing responsive, full-service logistics support to forces and civilians deployed around the world under KBR’s Strategic Army Portfolio. KBR’s enduring mission support of the DoD Armed Forces dates back to 1992 when we served as the Army’s original prime contractor for its Logistics Civil Augmentation Program (LOGCAP). Today, we have a workforce of ~5,000 people representing 30 nationalities who perform work in 10 countries. Under the Agriculture Cleaning and African Swine Fever (ASF) Sanitization (ACAS) contract; KBR will manage and perform the receipt, storage, maintenance, cleaning and sanitation of vehicles and property.
Job Summary
Serves as an Operations Manager for the Agriculture Cleaning and African Swine Fever (ASF) Sanitization (ACAS) contract. This position involves supporting all sites within the contract/Task Order and contributing to the startup and planning of future sites.
Please note: This position will be located on-site, in multiple countries across the Eastern EU and is contingent upon award.
Roles and Responsibilities
- Perform analysis of operational performance, track performance indicators, and maintain currency on all operational issues affecting the contract/Task Order.
- Responsible for the oversight and coordination of all operations functions within the contract/Task Order.
- Support and assist ACAS Project Management in the performance of their responsibilities.
- Coordinate with the Army portfolio Program Management Office (PMO) for information and reports; ensure the KBR Army PMO has timely, accurate, and relevant information pertaining to contract/Task Order.
- Oversees execution of the CSR planning and estimate development process to respond to coordinate ACAS Cleaning and Sanitization Requests and ensures TORTs are provided the necessary level of program support to manage cost, schedule, and performance.
- Leads and coordinates preparation and submission of tailored PMP in response to Government CSRs, detailing project descriptions, cost estimates, schedules, risks, resources, performance criteria, and security considerations, ensuring effective coordination with the program team throughout the project lifecycle.
- Collaborates closely with the Program Manager to develop the PMP, other management deliverables, and management-related processes and templates to support TO management and reporting.
- Monitors, analyzes, and tracks finance, procurement, contracting, and subcontracting to ensure program objectives and performance metrics are met or exceeded.
- Collaborates with PM and Quality Manager to review and submit program business deliverables and analyze performance trends.
- Drives analysis, management reporting, quality, and other analytics directly related to the day-to-day oversight of the TO.
- Coordinates with the PM and Quality Manager to manage problems/issues/risks across TO performance.
- Responsible for tracking and reporting on contract activities against performance objectives, and ensures compliance.
- Leads monthly status meetings to ensure timely updates, and supports the PM in continuous project oversight and reporting to support contract goals.
- Perform other duties as assigned.
Basic Qualifications (Required Education, Experience, Skills, and Certifications)
- Must be able to pass a U.S. Government background investigation and obtain a NAC-I. Due to this, you must be a U.S. Citizen or a U.S. Green Card holder who has lived within the United States for at least the last 3 years to be eligible for this position.
- Proficiency in both written and spoken English is required.
- Requires extensive knowledge of Microsoft Office (Word, Visio, PowerPoint, Outlook, Excel, Teams, SharePoint, etc.).
- Must be highly skilled in producing professional internal and external communications.
- Must possess a driver’s license with at least six months of validity.
- Must be a highly organized self-starter capable of working in a fast-paced, multi-disciplined team environment with the ability to manage competing priorities to achieve goals.
- Must be familiar with the Operations Desktop Operating Procedures (DOP), including but not limited to: Employee Messages, Incident Reporting Requirements, Crisis Management Action Team, and Situation Report.
- Must have the ability to switch between multiple tasks regularly.
- Requires a valid passport with at least 12 months of validity and 6 blank pages.
Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)
- Prior overseas deployment experience on a LOGCAP assignment and in an operations management role
- Minimum one-year previous Senior Operations Coordinator experience or equivalent Military experience
- Requires extensive working knowledge of Microsoft Office (Word, Visio, PowerPoint, Outlook, Excel, and Access)
- Prior experience managing personnel
- Knowledge and experience of working with and developing Power BI Dashboards.
- Knowledge and experience working with the Appian system.
- Familiarity and experience developing Basis of Estimates (BOE’s).
