KBR leads the government services world contingency market by providing responsive, full-service logistics support to forces and civilians deployed around the world under KBR’s Strategic Army Portfolio.  KBR’s enduring mission support of the DoD Armed Forces dates back to 1992 when we served as the Army’s original prime contractor for its Logistics Civil Augmentation Program (LOGCAP). Today, we have a workforce of ~5,000 people representing 30 nationalities who perform work in 10 countries.  Under the Agriculture Cleaning and African Swine Fever (ASF) Sanitization (ACAS) contract; KBR will manage and perform the receipt, storage, maintenance, cleaning and sanitation of vehicles and property.

Job Summary

As a Quality Assurance Manager, you will establish and manage the overall Task Order (TO) Quality Management Program. You will lead the development, implementation, and continuous improvement of the Quality Management Plan (QMP) to ensure compliance with contract requirements. 

Please note: This position will be located on-site, in multiple countries across the Eastern EU and is contingent upon award.

Roles and Responsibilities

  • Applies specialized technical expertise in quality control and assurance, inspection methods, and statistical analysis to meet TO performance objectives.
  • Directs, monitors and approves field inspections of equipment and vehicles, ensuring compliance with USDA, DHS CBP, and U.S. Army standards.
  • Leads and directs the quality of processes, materials, and procedures, providing leadership to team members and making corrective recommendations as needed.
  • Develops performance metrics and oversees measurement against those metrics to assess quality of performance to meet award fee criteria.
  • Coordinates with PM to lead development of the contractor self-evaluation as part of the award fee process.
  • Responsible for maintaining quality standards, preparing inspection reports, and ensuring products meet reliability, safety, and maintainability requirements.
  • Align the quality management function with performance needs and ensure compliance with NATO AQAP-2131 standards for final inspection.
  • Serves as Risk Manager responsible for identifying, assessing, and mitigating risks that could impact TO operations, financial stability, and performance.
  • Develops and implements risk management policies and procedures, conducting thorough risk assessments, and collaborating with cross-functional teams to design and enforce risk mitigation strategies and managing execution of corrective action plans through successful completion.
  • Monitors potential risks across all tasks, including compliance, financial, operational, and strategic areas, and ensures that the contractor is prepared to respond effectively.
  • Provides regular reports to senior management, ensuring adherence to regulatory requirements, and fostering a risk-aware culture throughout TO performance.
  • Implement, oversee, and continuously improve quality management programs, enhancing the customer experience by developing and applying quality oversight techniques, training, statistical methods, assessments, and other tools.
  • Coach, mentor, and develop an understanding of Quality systems across program team members, fostering a culture of continuous improvement and excellence. 
  • Conduct audits and inspections, present recommendations to leadership, and drive corrective, preventive, and continuous improvement actions to ensure compliance with contract requirements.
  • Develop and facilitate the implementation of performance evaluation and predictive methods to enhance product systems and services' safety, reliability, and maintainability.
  • Assess and validate program execution standards to ensure contractual compliance and ensure all deliverables meet the required standards.
  • Align the quality management function with product and service performance goals to deliver maximum customer value.
  • Facilitate and resolve complex issues using business improvement methodologies and value-added practices.
  • Apply problem-solving expertise to streamline and improve processes.
  • Guide and support less experienced team members at all program levels.
  • Perform other duties as assigned.

Basic Qualifications (Required Education, Experience, Skills, and Certifications)

  • Must be able to pass a U.S. Government background investigation and obtain a NACI. Due to this, you must be a U.S. Citizen or a U.S. Green Card holder who has lived within the United States for at least the last 3 years to be eligible for this position.
  • Bachelor’s degree in Logistics, Maintenance, Business, Quality Assurance, or equivalent work experience.
  • 5+ years of experience as a quality supervisor or manager, preferably with experience in an agriculture washing and assessment environment.
  • ​3+ years of experience related to ISO 9001 programs or operations.
  • Must have effective English communication skills (written and oral).
  • Excellent written and verbal communication skills.
  • ​Familiarity with Federal Acquisition Regulations (FAR).
  • Requires a valid passport with at least 6 months of validity and 6 blank pages.

Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)

  • Certifications such as ASQ, Lean and Six Sigma, or Project Management.
  • ​Experience developing and implementing corrective and preventive action, audit, and continuous improvement programs.
  • ​In-depth knowledge of quality and project management tools, concepts, and methodologies.
  • ​Proven ability to lead and mentor teams in a fast-paced, dynamic environment.
