Job Description

The Work Planning and Control (WPC) Program is building a team to work collaboratively with staff across NREL to ensure that they can start new work safely and efficiently while also meeting safety and other laboratory requirements.

NREL is in the midst of a multi-year program to build a new WPC system that will improve visibility into the pipeline of laboratory work, help plan laboratory capabilities, and ensure that integrated safety management is applied to all activities. This program will result in new enterprise software business systems, business processes, roles and training. 

This position will join a newly formed WPC team tasked with collaborating across the organization to sustain the program and drive continuous improvement. This position will serve as an embedded expert, assigned to a research operations team to work closely and on a day-to-day basis with staff executing work in the facility. This person will help researchers, maintenance workers, and project managers plan for and perform WPC processes using WPC software tools. They will also train, mentor, and support staff performing WPC Coordination Roles (e.g. Work Order Lead, Design Coordinator, and WPC Coordinator) and support research operations teams to manage the organization's WPC program implementation.

As a new role at NREL, this position will evolve with the WPC program as it transitions from development to deployment and, ultimately, continuous operations. As such, the successful candidate will excel in building relationships with diverse team members, be comfortable working in a fast-paced, interdisciplinary environment and bring a collaborative problem-solving mindset for developing ways of working within a new team.

Responsibilities

WPC Field Support Activities

  • Guide the effective implementation of Work Planning and Control by serving as a local expert for NREL WPC process requirements, training, and software systems
  • Build partnerships with key stakeholders within the research teams and facilities to support them in understanding WPC requirements and how to incorporate the necessary time and expertise into project proposals using a risk-based approach.
  • Partner with Principle Investigators, research staff, and WPC Coordination Roles (e.g., Design Coordinators) to ensure that project information is maintained within the WPC software system
  • Assist WPC Coordination roles in assigning process grades for hazard and scale, and providing clear recommendations for level of rigor and steps recommended for WPC processes
  • Create, monitor, and update project and workflow information, team assignments, and project-level laboratory schedules, as required.
  • Provide system reporting for WPC and Research Operations teams to support ongoing operations and ad-hoc data requests, building reports and reporting templates as necessary.

Facility Project Support Activities

  • Partner with Principal Investigators to understand the pipeline of potential new research and characterize the risk profile and the space and laboratory equipment needed to deliver. Maintain information in the WPC system and coordinate the necessary input to validate that a proposed project is feasible to execute.
  • Support the Research organization's space allocation process by coordinating data calls, compiling information, and working with stakeholders to deconflict competing priorities as directed.
  • Partner with other WPC Integrators to build an effective laboratory network to support projects and resolve issues spanning facility boundaries. 

WPC Program Support

  • Build and maintain partnerships with other members of the facility's Research Operations Management team (e.g., Research Operations Managers (ROMs), ESH Points of Contact, Facility Managers, ESH Points of Contact, and Facility Quality Managers) and research teams.

  • Support WPC's continuous improvement by collecting feedback, proposing actions, and enacting resolutions where appropriate. Partner with stakeholders to prioritize issues requiring programmatic changes.
  • Collaborate with other senior members of the WPC team to the develop overall program strategy, including WPC training materials, job aids, and training delivery

WPC Team Support

  • Support NREL's Research and Operations Operating Model by working under the direction of the Research Operations Director to support the effective integration of WPC requirements, processes, and systems into facility operations.
  • Provide mentorship and assist with training staff within the WPC Organization.
  • Provide mentorship and assist with training staff to understand the WPC responsibilities for their roles, particularly for those staff obtaining WPC qualifications.
  • Foster a culture of continuous learning by sharing lessons learned, best practices, and embracing NREL's 8 Safety Culture Principles.

    Basic QualificationsLevel IV: Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 4 or more years of experience or equivalent relevant education/experience. Applies extensive technical expertise, and has full knowledge of other related disciplines. Contributes to the development of new concepts, techniques and standards. Considered internal subject matter expert. Extensive knowledge of laws, regulations, principles, procedures and practices related to specific field. Excellent leadership, project management and problem solving skills. Ability to use various computer software programs.
    Level III: Relevant Bachelor's Degree and 5 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 3 or more years of experience or equivalent relevant education/experience. Or, relevant PhD or equivalent relevant education/experience. Or, relevant JD or equivalent relevant education/experience. Complete understanding and wide application of technical principles, theories and concepts in the field. General knowledge of other related disciplines. Considerable knowledge of laws, regulations, principles, procedures and practices related to specific field. Strong leadership, project management and problem solving skills. Ability to use various computer software programs.
    Demonstrated knowledge of Integrated Safety Management, Work Planning and Control processes, and associated business systems. Experience in work area oversight, ensuring all requirements are implemented and met on an ongoing basis, including safety, training, and work authorization. Intimate understanding of one or more NREL WPC Processes (Research Projects, Design Engineering, Management of Change, or Maintenance and Repair). Intimate understanding of one or more NREL WPC technologies (Worksafe, FM Systems (Workspace), XUSS, Workday). Demonstrated ability to contribute to developing new concepts, techniques, and standards.

    Annual Salary Range (based on full-time 40 hours per week)Job Profile: Professional IV / Annual Salary Range: $97,800 - $176,000

    Job Profile: Professional III / Annual Salary Range: $81,500 - $146,700
