Provides complex analysis, daily operational execution, and monitoring of company's trade compliance programs, policies, procedures and internal audit programs to ensure compliance with US and Foreign Government import and export regulations.
What You Will Do at Graco

Provide day-to-day operational oversight & execution for the trade compliance function which includes classification (HTS, ECCN), country of origin determination, import/export documentation, ISF filings, special program qualification and recordkeeping.

Establish and monitor service provider performance and report monthly to management as well as participate in quarterly supplier business reviews. of products and service.

Conduct complex internal and external audits assessing Graco’s global trade compliance for all Graco U.S. operating entities. Assist in determining and implementing corrective actions where necessary.

Research and make compliance recommendations to reduce cost and mitigate regulatory risks.

Primary contact with Customs Brokers.

Ensure attention to semi-complex risk management through the following (50% of time):

Implement / maintain duty reconciliation program in order to avoid incorrect or late payments and creating more payment transparency through Oracle. Will assist in U.S. Customs/Graco payment information alignment and audit.

Manage Free Trade Agreement Program through soliciting proper information from vendors (part origin data) to determine free trade agreement qualification. Additionally responsible for free trade agreement ERP automation, serve as SME and system expert and trainer, and establishing and improving process standards.

Manage Duty Drawback Program through import/export data collection and bill of materials to establish audit records to manage manufacturing drawbacks and preserve capital.

Manage Export License Program through customer and end user research to ensure appropriate licensing requirements and safety.

May provide general guidance or train lower level support staff.

Provide departmental system & regulatory compliance training.

Perform other duties as assigned.
What You Will Bring to Graco

Bachelor's degree in Business Administration or equivalent experience.
-
International Trade Program Certification, Export Certification and/or US Customs Broker License.

3+ years trade compliance experience in a manufacturing environment.

HTS classification and FTA/Country of Origin determination experience.

Excellent oral, written and presentation skills.

Ability to participate in cross-functional teams within Graco to achieve goals and objectives.

Strong problem solving and troubleshooting skills and the ability to influence others through demonstrated expertise.

Experience managing third party logistics service providers.

Strong working knowledge with AD/CVD, Export Licenses, Duty Drawback, Made In USA, Buy America and other special government programs.

The base pay range for this position is listed below, exclusive of fringe benefits or other compensation. If you are hired, your final base hourly rate will be determined based on factors such as geographic location, skills, competencies, education, and/or experience. In addition to those factors, we will also consider internal equity of our current employees. Please keep in mind that the range provided is the full base salary range for the role. Hiring at or near the maximum of the range would not be typical to allow for future and continued salary growth.
