Workplace Health & Safety

  • Minimise waste; separate reusable and recyclable materials from the general waste stream, use bins provided.
  • Clean up spills appropriately and notify your Supervisor.

Quality Management System Compliance

  • Comply and support the Quality Management system in all aspects of your role.
  • Adopt and implement the principles of continuous improvement in all aspects of your role.
  • Ensure the awareness of customer requirements (internal & external) are promoted throughout the business.
  • Review, monitor and provide feedback on the effectiveness of the quality management system.
  • Engage, support and continuously improve communication processes that support the quality management system and provide positive outcomes for the business, customers and key stakeholders.

KEY RESPONSIBILITIES:

Operations

Manage operations to be safe and reliable, including, but not limited to:

  • Ensuring daily and weekly production requirements meet customer forecasting and orders;
  • Supervision of the joint venture for storage and handling of imported bitumen: notably of the operating company for this area;
  • Monitor stock measurement and supply situation, and advise stakeholders of supply or quality issues, in particular potential customer impacts;
  • Manage the efficient and safe discharge of products from ships, minimising demurrage due to the facility;
  • Minimising the impact of equipment breakdowns by quickly trouble-shooting problems and implementing effective solutions;
  • Support the reliable operation of the site distributed control system and automated gantry loading systems to ensure safe, efficient plant operation, including technical support and diagnosis of system faults to minimise downtime;
  • Maintain strong relationships with Customers and Internal stakeholders (Sales, Supply and Customer Service) to communicate supply issues;
  • Development and implementation of effective processes, systems, procedures and training to support continuity and efficiency in operations and sales activities for the Terminal;
  • Benchmarking Kwinana facility operations against Puma Operational Excellence program; and
  • All other tasks as directed by your Manager

Work Health & Safety

Ensure compliance with all statutory requirements with respect to health, safety and the environment. This will include, however not limited to, the following:

  • Ensure Kwinana Bitumen maintains a SAPS Rating of Level 3;
  • Proactive management of health, safety and environment issues;
  • Full use of the Sphera system for reporting and tracking;
  • Ensuring systems in place to meet Environmental licence requirements;
  • Ensuring site holds current licences and that licence conditions are met;
  • Support Puma Bitumen leadership in conducting Due Diligence in Workplace Health and Safety matters

Maintenance

Manage maintenance for the Kwinana facility, including, but not limited to;

  • Establish and monitor an effective maintenance work management process;
  • Ensure Puma’s CMMS (computer maintenance management system) for Kwinana  facilities are accurate and utilised effectively;
  • Ensure Kwinana facility maintenance tasks and duties are carried out in accordance with the Puma SAPS system;
  • Ensure the Terminals continue to comply with relevant Australian standards and other regulatory requirements to meet our legal operating obligations;
  • Manage contractors to Puma SAPS requirements and site requirements;
  • Procedures, work instructions, risk assessments and MOC are in place and followed;
  • Manage the Permit to Work system for Kwinana facilities;
  • Supervision of major terminal works upgrades and planned equipment TAR/Shutdowns, including the Permit to Work and SAPS safety system requirements

Capex

Manage capital projects for the Kwinana facilities including, but not limited to:

  • Supporting National Operations Management with the Feasibility, Engineering, Procurement and Construction phases of externally managed projects;
  • Managing the delivery of projects through Feasibility, Engineering, Procurement and Construction phases for site managed projects;
  • Ensuring all work that is carried out is compliant with Puma Energy and Australian Standards;

Ensure construction and execution of projects are compliant to Puma Energy SAPS requirements

Financial

  • Support the National Operations Manager with coordination and management of Capital and Fixed cost budgets and expenditures;
  • Prepare capital and fixed cost budgets
  • Monitor operations to ensure costs and expenditure are minimised and remain within budget
  • Identify and implement cost saving initiatives, and share with other operations
  • Monthly monitoring and reporting on expenditure against forecast and budget
  • Monitor and report on key measures including throughput volumes, maintenance costs, HSE, personnel, Unit Operating Cost.

Leadership/Team Development

Lead and develop staff to grow capability and competence while fostering proactive teamwork with other groups.

  • Provide leadership to direct reports and the broader Puma team;
  • Promote an operational cultural to drive efficient and cost effective operations and maintenance;
  • Assign tasks and review in accordance with SAPS requirements;
  • Manage own performance and that of direct reports;
  • Effectively use the Performance management process for all reports, both direct and below;
  • Celebrate success within the team;
  • Contribute to the development of a positive culture.

Qualification

  • Qualifications that best support this role are tertiary education in an Engineering related discipline or relevant Trade Certification.

Experience, Skills & Competencies

  • Experience working in manufacturing or petroleum industry, 5 years’ is desirable
  • Good business and commercial acumen and basic negotiation skills; relating to supervision of the JV
  • Experience in managing the safe operation of a hazardous facility
  • The ability to lead, motivate and work collaboratively with others
  • Knowledge of relevant industry safety and engineering standards
  • Basic understanding of Trade Practices requirements
  • Effective analytical and problem-solving skills, particularly regarding processing equipment
  • Experience in project management
  • Exposure to emergency response and managing high pressure situations
  • Effective communicator
  • Strong customer focus and self-motivated to identify and implement operational improvements
