PATH is seeking a Project/Technical Director based in Jakarta who will lead the Primary Health Care (PHC) Transformation in Indonesia project. The Project/Technical Director will be responsible for the overall implementation of the project in Indonesia, oversee the timely execution of the workplan, manage relationships with key local stakeholders (including the government of Indonesia - GOI) to ensure quality program implementation and represent PATH to donors, partners, and government agencies as needed. Reporting to the Global PHC Director and coordinating with the Indonesia Country Coordinator, the incumbent is responsible for the following key activities:

Responsibilities:

  • Proactively oversee, coordinate, implement and monitor the implementation of the project, in close coordination with the Country Coordinator, the PHC Project Coordinator, and the Indonesia Operations Manager.

  • Provide technical leadership for the project, aligning best practice in PHC innovations and integrative approaches with GOI PHC reforms underway.

  • Engage with MOH and sub-national leaders in progressively translating the learning from the project nationally and tailored to additional localities.

  • Oversee the development of quarterly/monthly project workplans and coordinate with the operations team (including the global Project Administrator, or global PADM) in developing the quarterly/monthly budget for in-country activities.

  • Share regular progress updates with the Country Coordinator and work with the Country Coordinator to identify and/or resolve any major implementation challenges, in collaboration with the Global PHC Director and the project’s senior management team.

  • Partner closely with MOH in implementing and monitoring the project.

  • Represent the project with the MOH and PHC consortium, attend regular PHC-related meetings and document and share key outcomes with the Global PHC Director and senior management team.

  • Co-lead on publications and dissemination of learning from the project in peer review journals, case studies and others, and through meetings, conferences, webinars, etc.

  • Manage local subcontracts/subawards and local consultants in coordination with the global PHC team, the global PADM and the PHC Project Coordinator.

  • Oversee the preparation of project technical documents, presentations and reports.

  • Lead annual review and planning workshops/meetings with project partners.

  • Supervise the PHC Project Coordinator, the PHC National MEL officer and the PHC program/gender officer with a dotted line for the Operations Manager.

  • Coordinate with administrative and program staff to ensure financial management is compliant with donor and PATH regulations and monitor expenditure trends to ensure that project goals and objectives are achieved according to donor expectations and within approved project budgets.

  • Responsible for required reports to Headquarters and donors.

  • Maintain updated technical knowledge in primary health care in order to provide technical assistance to project staff and vision for strategy development.

  • Travel to program sites as needed.

  • Perform other tasks as required.

Required Experience:

  • Advanced degree (Medical, Masters, or PhD) in health or social sciences

  • A minimum of eight (8) years of experience working in the health sector with demonstrated experience in implementing innovative health programs

  • 8 years’ experience managing and motivating staff

  • A minimum of 5 years progressive work responsibility with program management experience

  • Demonstrated report writing and presentation skills

  • Demonstrated leadership, project implementation, and management skills across effective implementation approaches

  • Experience working effectively with government and private sector counterparts

  • Expertise in PHC, community health, health systems strengthening, and/or heath financing

  • Proven interpersonal skills and ability to work effectively in a multicultural team

  • Skills and experience organizing teams to produce high-quality materials, project documents, reports and analytical reviews on planned deadlines is necessary, along with experience in monitoring and evaluation of implemented programs

  • English language fluency required

  • Bahasa Indonesian language fluency required

  • Ability to travel domestically
