The SPRUCE IDIQ is a $2.4 billion contract vehicle awarded by the Department of Veterans Affairs to acquire digital products and services that facilitate better user experiences. It encompasses five technical functional areas: software development and operations, technical advising and architecture planning, service design and user research studies, data science and analytics, and product support operations.
Bixal is looking for a Senior Project Manager/Scrum Master to lead the development and evolution of the VA Design System (VADS) and VA Forms Library. This role is a critical part of the team supporting Veteran-Facing Services (VFS) teams in delivering user-friendly, accessible, and efficient digital experiences for millions of Veterans and their families. You will oversee agile project management, sprint planning, and stakeholder coordination, ensuring that cross-functional teams deliver high-quality solutions on time and within scope. As a servant leader, you will drive collaboration, remove roadblocks, and foster an environment of continuous improvement.
This is a full-time position contingent on contract award by our client, with a defined performance period of up to one year. Responsibilities
- Agile Project Management & Scrum Leadership: Lead Agile/Scrum ceremonies (sprint planning, stand-ups, backlog grooming, retrospectives). Ensure teams adhere to Agile best practices and frameworks to optimize efficiency. Act as a Scrum Master, removing roadblocks and fostering team collaboration.
- Project Coordination & Delivery: Oversee project timelines, deliverables, and sprint goals to align with VA’s objectives. Work closely with UX designers, developers, product owners, and stakeholders to ensure alignment. Track and report on project progress using JIRA, Confluence, and other Agile tools.
- Stakeholder Communication & Collaboration: Serve as the primary point of contact between the VA Product Owner, COR, and internal teams. Ensure clear communication of project status, risks, and milestones. Facilitate collaboration across cross-functional and distributed teams.
- Process Improvement & Quality Assurance: Implement and refine Agile methodologies to increase team efficiency and delivery velocity. Encourage a culture of continuous improvement, incorporating lessons learned into future sprints. Ensure compliance with VA accessibility standards (Section 508, WCAG 2.2 AA, and MCAG).
- Risk Management & Issue Resolution: Proactively identify, assess, and mitigate risks that could impact project success.
- Escalate issues when necessary and work collaboratively to develop solutions.

Qualifications
- Bachelor’s degree, plus at least five years of relevant experience, or an equivalent combination of education and/or experience.
- 5+ years of experience managing Agile software development projects.
- Certified Scrum Master (CSM), PMI-ACP, or equivalent Agile certification.
- Expertise in Agile, Scrum, and SAFe methodologies.
- Experience using JIRA, Confluence, GitHub, and other Agile tools for project tracking.
- Ability to manage multiple teams, sprint planning, and backlog prioritization.
- Familiarity with government digital services, design systems, and accessibility standards is a plus.

- Must be able to obtain and maintain a Public Trust clearance.
Nice to Haves
- Experience managing federal government projects (VA.gov, VAHB, or similar platforms).
- SAFe certification (SAFe Scrum Master or SAFe Agilist).
- Project Management Professional (PMP) certification.
- Experience with the U.S. Web Design System (USWDS) or other design system frameworks.
- Knowledge of Human-Centered Design (HCD) and user research methodologies.
