Job Purpose

The Public Relations Expert formulates short, medium, and long-term measures (advocacy strategies) and coordinates and organizes activities both inside and outside the company, whether branded or non-branded, to deliver medicines and vaccines to patients. The expert ensures the preparation and execution of these activities. Internal stakeholders include not only domestic personnel but also coordination with overseas departments. Externally, they maintain smooth communication with authorities, local governments, and industry groups, and sometimes effectively utilize think tanks, consultants, and others to realize policies and measures.

In order to ensure consistency with a mid-to-long-term perspective, will be engaging to a related brand project activities while driving short-term practical benefits and progress.

パブリック・リレーションズ・エキスパートは、ブランド・Non-ブランドの社内外活動を通じて患者さんのために医薬品、ワクチンを届けるべく、短、中、長期の施策策定(アドボカシー戦略)、調整・とりまとめを行いつつ環境整備およびその遂行にあたる。社内関係者は国内関係者にとどまらず海外関係部署との連携をとり、社外は当局、自治体、業界団体との円滑なコミュニケーションをとり、時にThinktank、コンサルタント等の効果的な活用を行いながら政策、施策の実現をはかる。

また、中長期的な視点との整合性をはかるべく、短期的な進展、実利をドライブしながら関連品目(Brand)プロジェクト活動にも従事する。

Key Responsibilities

  • Primarily advocate/promote and create environment for Life Course Immunization and AMR measures
  • Build strong relationships with both internal and external key stakeholders (government officials, legislators, politicians and key stakeholders in the industry, Japan Medical Association, Japan Pharmaceutical Association etc) to discuss issues, recommendations, and solutions.
  • Understand and discuss business-related laws and regulations, keep track of trends, analyze their impact, and consider and implement countermeasures.
  • With an eye on desirable legal reforms, regulatory changes, and environmental improvements, consider and formulate solutions as an industry and as individual company, and connect them to advocacy activities.
  • Communicate, coordinate, and negotiate with the government and regulatory authorities in both branded and non-branded operations.
  • Utilize think tanks and consultants to create policy proposals, opinion papers, and white papers, and aim to disseminate them through sharing and submitting to relevant parties
  • Represent the company in industry associations (JPMA, EFPIA Japan, and PhRMA) and contribute to their advocacy work;understand and formulate solutions for industry-wide challenges and trends, and implement actions such as lobbying activities.
  • Lead discussion on multiple projects including policies around drug access environment together with X-functional internal/external team
  • Establish strong working relationships with relevant global functions

  • ブランド事業と非ブランド事業の両方において、政府および規制当局とコミュニケーションを取り、調整し、交渉を行う
  • シンクタンクやコンサルタントを活用し、政策提言、オピニオンペーパー、ホワイトペーパーを作成し、関係者と共有・提出することで周知徹底を図る
  • 業界団体(日本製薬協会、EFPIAジャパン、PhRMA)で企業を代表し、そのアドボカシー活動に貢献する。業界全体の課題やトレンドに対する解決策を理解・立案し、ロビー活動などのアクションを実施する
  • 薬物アクセス環境に関するポリシーを含む複数のプロジェクトについて、X-Functionalの内部/外部チーム  とともに議論を主導する
  • 関連するグローバル機能との強力な協力関係を確立する

  • Established level of credibility, ethics and strong understanding of the external stakeholders
  • Mature, adaptive and flexible disposition to effectively interact with a range of diverse external stakeholders and senior level Government Affairs & Health Policy Director executives
  • Excellent communication/presentation skills (English and Japanese)
  • Good presence, outstanding interpersonal skills, and leadership and influencing skills

経験 Experience

  • Minimum 3 years working experience in Government Affairs/Health Policy function, natural science, marketing, consultancy, think tank, and government
  • 渉外/医療政策業務、自然科学エリア、マーケティング、コンサルタント、シンクタンク、および政府機関などでの最低3年の実務経験
