IV&V Project Manager – CWIS

Sabot Consulting is seeking a Senior Program Manager to provide technical assistance, training, compliance assessments, and subject matter expertise in all areas related to detention operations and adherence to national detention standards, policy, and directives. This role involves maintaining IV&V structures, auditing, developing and delivering training curriculum and related materials, advising on responses to inquiries and requests related to child support operations, and deploying SMEs to conduct compliance-related reviews.
Responsibilities:
- Serve as the Lead Project Manager, accountable for all IV&V services and deliverables.
- Act as the primary point of contact, promoting project team collaboration, managing issues, and personnel resources.
- Respond to communication from project team leaders, and lead meetings, capturing and disseminating agendas, meeting minutes, and necessary documentation.
- Utilize pre-defined checklists and industry standards to interview and observe Child Support System Modernization Project team staff, review project meetings and activities, and analyze documentation for adherence to accepted standards.
- Produce structured, exception-based quarterly assessment reports illustrating project strengths and weaknesses and provide recommendations for improvement.
- Ensure timely access to DCSS Child Support System Modernization Project documents, facilities, and staff to carry out oversight roles effectively.
- Observe meetings, review deliverables and documentation, & conduct interviews, in order to ensure a high level of integrity and confidence in project oversight and monitoring.
Must Have:
- Expertise in verification and validation of project management, business requirements, technical requirements, and system development lifecycle methodologies.
- At least five (5) years of direct experience in IV&V activities for child support modernization projects within the last ten (10) years.
- PMI-PMP certification or at least 10 years of IV&V project management experience.
- Proficiency in Microsoft Project and Office 365 tools.
- At least three (3) years of experience with child support programs or system development efforts, including understanding of Child Support Program objectives, federal rules, and systems requirements.
- At least five (5) years of project governance, vendor management, risk and issue management, and operational readiness experience on public sector projects.
- Strong knowledge in data migration and management strategies, SDLC methodologies, industry standards (PMBOK, IEEE, CMMI), federal and state data security standards, cloud and platform-based solutions, statewide implementation/rollout, requirements validation, and testing.
- At least three (3) years of organizational change management (OCM) experience on a public sector project of similar size and scope to the DCSS System Modernization Project.
- At least seven (7) years of budget analysis experience on a public sector project.
- At least five (5) years of operational readiness experience on a public sector project.

- Requirements validation & testing (e.g., system, integration, end-to-end, UAT, performance, automated)
Nice to Have:
- Experience with federal funding processes.
- Child support systems modernization & data management or similar experience in any state.
- Knowledge of child support data standards and guidelines.
- Experience with data migration and management strategies on public sector projects.
- Master’s degree in Project Management, Computer Science, or a related field.
- Experience in defect tracking, metrics, and resolution, training, data visualization and reporting (e.g., Power BI), and SQL Server or Oracle database conversion and migration.
- Five (5) years of data migration and management strategies (data cleansing, data migrations, data conversion) experience on a public sector project of similar size
- Knowledge of software quality management principles and procedures
