BLITS 3.0 PROGRAM DESCRIPTION: This role will be to directly support the mission of the 66th Air Base Group (66 ABG) Quality Assurance group to secure information and information systems; to support mission success through effective and efficient service delivery; and to sustain required infrastructure and capabilities. As one part of the greater Air Force Information Network (AFIN) enterprise, the 66 ABG Communications and Information Division (66 ABG/SC) has responsibilities in two categories (1) direct actions in support of Hanscom Air Force Base (HAFB) and geographically separated units (GSUs); and (2) indirect actions to support the AFIN enterprise. Successful solutions for this requirement are expected to have strengths in four areas: integration, flexibility, AFIN knowledge, and technical expertise.

 

Job Responsibilities:

· Carry out the general responsibilities and duties as outlined in (T.O. 00-33A-1001, para 18.5) for internal, and external downward directed projects. Be the supporting lead for 66 ABG/SC Project Management activities working with appointed 66 ABG/SC Project and Requirements Managers to prioritize SC projects and activities.

· Administer 66 ABG/SC Projects and requirements processes and procedures (T.O. 00-33A-1001, para 18.7).

· Facilitate compliance with T.O. 00-33A-1001 (Chapter 18) Project and Requirements Function MICT and other compliance requirements.

· Interact with CFP and Communications Systems Officer (CSO) to validate requirements and determine scope (T.O. 00-33A-1001, para 18.6.2)

· Interact with Production Work Centers in accomplishing task and executing projects (T.O. 00-33A-1001, para 18.6.3).

· Interact with Cyberspace Systems Integrator (CSI) to maintain architectural standards (T.O. 00-33A-1001, para 18.6.4).

· Proactively collaborate, coordinate on processes, activities, and artifacts to track designated project progress and milestones in the 66 ABG/SC Project Management Dashboard

· Track and report project progress and milestones.

· Synchronize activities with SC Government POCs and external Hanscom AFB customers to effectively manage (current and future) IT information systems capabilities and service enhancements. Prepare detailed reports and briefings which include findings and recommendations. Key tasks include receiving, logging, and safeguarding incoming plans; distributing plans to unit OPRs; posting, distributing, and analyzing changes to active plans; integrating plans into office file plans; maintaining unit master plans files; and creating, updating, and distributing the unit plans.

· Ensure all programs/projects meet all Federal, Department of Defense (DoD), Department of the Air Force (DAF), and other Government laws, regulations, instructions, policies and/or the most current standards, processes and guidance that are applicable as determined by Government Management and ensure contracted processes are visible to and align with Government processes.

· Ensure that all the project requirements meet the MPTO 00-33A-1001, DoD Cyber Security Risk Management Framework (RMF) and DoDI 8500.2, Intelligence Community Directive (ICD) 503, or the most current standards and guidance that are applicable.

· Provide upgrade support and future planning associated with delivery of capabilities as defined by the AF enterprise architecture identifying current or anticipated problem areas relating to hardware and software systems and present technical issues of interest or value to the Government.

· Perform site surveys/QCs at required locations and document findings/required actions in preparation for solution analysis and/or system installation.

· Annually review and update 66 ABG/SC Project Management Handbook.

· Although not specifically a QA certified talent, (might be helpful though) enough background in Communication s and Information Technology QA to understand and wade through some of the technical issues, jargon, and procedures to make sound judgements and decisions

 
Job Requirements:

· Demonstrated Data Management experience and ability – able to produce meaningful conclusions and provide statistical analytics from raw data and technical inputs – good command of Excel and Microsoft products (Excel, Word, PowerPoint, Access, SharePoint, Teams) as well as the ability to produce business grade information concisely and learn specialized software tool applications

· Solid background in Air Force Acumen and process – to be able to dive into detail (detail oriented) of AFI’s, Task Orders, and other AF pubs to dig out and decipher what is applicable to the QA Group

· Excellent oral and written communication skills

· Project management skills is a must

· Demonstrated ability to interact with others and work independently

· Ability to produce chart and briefing slides for use in management briefs and presentations

· Detail oriented with good research skills to find answers in printed reference materiel

· Background in Communications and Information Technology QA desired

· Secret level DoD security clearance – required

· Bachelor’s degree with 8+ years of technical/professional experience relevant to the above responsibilities/skills. An additional 4 years of relevant experience may substitute the degree.
