Job Summary:

Hive Group is seeking a Program Manager to lead the execution of a comprehensive program management plan in support of a major federal acquisition program. The Program Manager will oversee a team of professionals responsible for delivering high-quality services, including staffing, financial management, and quality control, all within a federal procurement and acquisition environment. This role will be key in ensuring that our client’s objectives are met, with a focus on aligning project goals with broader organizational priorities. The Program Manager will serve as the primary point of contact, coordinating with both internal teams and external stakeholders to drive successful project outcomes. This is a hybrid role onsite in McLean, VA. 

Key Responsibilities:

  • Program Management:
    • Lead the execution of all program management activities, ensuring alignment with federal procurement and acquisition standards.
    • Manage staffing, financial oversight, and quality control processes to ensure that all deliverables meet client expectations and contractual requirements.
    • Coordinate program kick-off meetings, technical status meetings, and regular check-ins with both internal teams and client representatives to maintain project momentum and alignment with objectives.
    • Oversee the development and maintenance of key program documents such as the Program Management Plan (PMP), ensuring they are up-to-date and reflective of the project’s needs within the federal procurement context.
  • Team Leadership and Coordination:
    • Direct and support a team of professionals in executing program tasks, ensuring that all team members are aligned with the project’s strategic goals and client requirements.
    • Work closely with the Contracting Officer’s Representative (COR) to address staffing needs and ensure the team is equipped to meet evolving mission requirements.
  • Financial Management:
    • Oversee financial management activities including budgeting, forecasting, invoicing, and spend plan development to ensure alignment with federal acquisition guidelines.
    • Provide regular updates to senior leadership and the client on financial status, ensuring transparency and alignment with project objectives.
  • Quality Assurance and Compliance:
    • Implement rigorous quality control measures to ensure all deliverables meet the highest standards of timeliness and quality, in line with federal procurement requirements.
    • Conduct risk assessments and develop mitigation strategies to address potential project risks, ensuring project success within the federal acquisition framework.
  • Client and Stakeholder Engagement:
    • Serve as the primary point of contact for the client, ensuring that all project communications are clear, timely, and aligned with the client’s strategic objectives.
    • Build and maintain strong relationships with stakeholders, fostering a collaborative environment that supports the successful delivery of program objectives.

Required Qualifications:

  • Bachelor’s degree in Business Administration, Project Management, or a related field.
  • Minimum of 5 years of experience in program management within a federal acquisition, procurement, or contract management environment.
  • Proven ability to lead large, complex projects and manage cross-functional teams.
  • Strong financial acumen with experience in budgeting, forecasting, and financial reporting in the context of federal acquisition programs.
  • Excellent communication and leadership skills, with a track record of successful client and stakeholder engagement.
  • Knowledge of federal acquisition regulations and procurement processes.

Preferred Qualifications:

  • Master’s degree in a related field.
  • PMP Certification or equivalent.
  • Experience supporting large federal acquisition or procurement programs.
  • Experience in strategy, communications and/or change management.
