JOB SUMMARY: Drive process innovation and oversee the implementation of process improvements for Charter Communications' Billing system. Support business process improvement, functional process improvement, and organizational development. Perform requirement capturing, data modeling, design, development, and implementation of Mobile Billing Operation tools for complex billing systems in a mobile/wireless environment Set goals to systematically improve processes that enhance customer experience, increase productivity and efficiency, increase capacity from existing functionality, and improve customer service. Develop and support project management, including planning and implementing long-term strategic IT initiatives, troubleshooting efforts on high-visibility issues, and defining business and system requirements. Standardize end-to-end business processes. Lead development of IT solutions for complex billing problems. Oversee system analysts in the integration of solutions with existing systems. Perform feasibility and requirements analysis of billing systems. Define scope of proposed new integration interfaces and improvement of existing interfaces. Implement the billing roadmap to support new lines of business, products, and campaigns. Analyze user requirements, workflow and process implementation, and database management throughout the software development lifecycle to support billing design and operations. Collaborate and coordinate with Charter Mobile Billing vendors and operators looking to develop billing strategies and workable business differentiation strategy, including strategies for growth, product differentiation, pricing, new product development, new prospect business development, and device promotions. Monitor and analyze the operation of systems to ensure effective delivery of billing information. Validate subscriber usage and retail charges with corresponding usage and wholesale charges via CDRs, including Voice, SMS, and Data usage types. Plan and implement long-term strategic IT initiatives to ensure integration of current and future technologies. Lead troubleshooting efforts on high-visibility, high-priority issues, and coordinate resolutions. Manage the production environment, schedule, and improve changes. Ensure effective validation of subscriber usage through telecommunications provisioning and usage management. Evaluate proposed production changes and prioritize changes so that limited resources are allocated to those changes that produce the greatest benefit based on the business need. Analyze project needs and assess costs and benefits of new Mobile Billing upgrade projects. Recommend upgrades and direct installation and maintenance of computer hardware and software. Partner with residential and commercial businesses to implement defined billing systems enhancements. Perform process implementation to guarantee the integrity of all billing data, system availability, system functionality, and audit compliance. Create reports for audit and compliance and provide evidence for compliance. Utilize Order Management Systems (OMS), Customer Relation Management (CRM), Mobile Billing, Provisioning & Service Activation, Device Inventory management and Usage/Mediation processing tools.
EDUCATION/REQUIREMENTS: Bachelor's degree in Computer Science, Information Technology, Information Systems, or a related field. 4 years of experience performing requirement capturing, data modeling, design, development, and implementation of Mobile Billing Operation tools for complex billing systems in a mobile/wireless environment. 4 years of experience analyzing user requirements, workflow and process implementation, and database management throughout the software development lifecycle to support billing design and operations. 4 years of experience in Order Management Systems (OMS), Customer Relation Management (CRM), Mobile Billing, Provisioning & Service Activation, Device Inventory management and Usage/Mediation processing tools. 4 years of development and project management experience including planning and implementing long-term strategic IT initiatives, troubleshooting efforts on high-visibility issues, and defining business and system requirements. 4 years of experience in telecommunications provisioning and usage management to ensure effective validation of subscriber usage. 10% regional travel.
