We are currently seeking a Measurement Specialist to join our team in Calgary. Reporting to the Team Lead, Measurement, the Measurement Specialist will provide operations and technical personnel with measurement support while ensuring measurement standards and procedures satisfy multi-jurisdictional provincial measurement regulations (AB, BC, SK). This role will work closely with Operations, Maintenance, Engineering, Production Accounting, the Enhanced Production Audit Program (EPAP) Auditor, and the Greenhouse Gas (GHG) Project Coordinator.
Responsibilities:

Strive to safely and efficiently maintain Strathcona Resources Ltd. provincial regulatory compliance requirements in Saskatchewan, Alberta, and British Columbia.

Steward measurement program to ensure regulatory compliance and measurement excellence.
-
Manages and coordinates measurement service provider to execute the EPAP program/audit to ensure safe and efficient project flow, adherence to the planned scope and cost schedules.

Manage, execute and provide feedback to management associated with Strathcona’s EPAP program
-
Annual audit of controls and sign-off from corporate officers and submission of declaration.

Facilitate building and execution of remediation plans and work flows as necessary which may include correspondence with the regulatory body.

Provide technical support and input into the design, installation, maintenance, and optimization of measurement systems to ensure controls are effective and efficient for Strathcona’s size and complexity.

Ensure metering design and installation practices complies with engineering, manufacturer’s requirements, and regulatory specifications.

Work with Operations to evaluate, troubleshoot, and provide recommendations to address measurement challenges including but not limited to out-of-tolerance proration factors and measurement inaccuracies or variances.

Identify opportunities to improve maintenance efficiency and field measurement accuracy.

Support the use of Protrend and Zedi applications through management of the sampling and analysis schedules and Chart/EFM configurations.

Ensure that meters are proved according to company policy or regulations and that meter calibration factors and correction factors are up to date across all systems.

Support tools used in meter verification such as Flowtek and provides engineered solutions for fuel/flare/vent estimations.

Work with Production Accounting and Engineering groups to update systems such as ProdView, EFM, and SCADA to be consistent with meter schematics and required configurations.

Provide mentoring for inspection techniques of metering equipment such as orifice plates, samplers, etc., as required for accurate measurement and for operations utilizing Preventative Maintenance (EAM PM’s and Work Orders).

Witness and validate internal and third-party custody transfer and production meter calibrations (utilizing PMs and WOs).

Train and provide forms for key stakeholders to witness third party custody transfer and production meter calibrations.

Conduct internal audits on measurement reporting and communicates findings to stakeholders to continually improve measurement performance

Address and provide solutions to Compliance Assessment Indicator (CAI) reports to explain or provide a plan to eliminate CAI and use Workflow’s to communicate where possible to Regulator showing a documented plan or resolution

Provide and maintain measurement schematics for operations and production accounting that follow regulatory requirements and reflect the required production accounting practice showing all regulatory required details.

Use Envirosoft for setting up fuel/flare/vent

Provide CAPEX budget input to the appropriate groups for possible future upgrades.
Requirements:

Have excellent understanding of flow measuring equipment and in various liquid or gas mediums.

Diploma in Instrumentation Engineering Technology and/or 5-10 years related experience working directly with, regulations, metering, and measurement systems.
