Job Profile Summary
Monitors, analyzes, and evaluates the volumetric measurement at terminals, tank farms, and pipeline operations. Ensures that the integrity of all measurement equipment is consistent with current industry, safety policies and regulatory guidelines. Ensures distribution of proper analysis and data workflow to maintain operational efficiency. Prepares, validates, and presents measurement reports to various groups within the organization. Develops and communicates measurement standards, guidelines, and procedures that correlate with current API and industry standards. Stays current on new measurement technology through ongoing training to be able to provide technical expertise in the field of measurement. Monitors and reconciles product over/short volumes within multiple systems. Resolves ticketing issues both internally and with third-party customers to include guidance to upper management on measurement discrepancy resolutions and settlement claims. Provide guidance to engineering on measurement equipment selection and installation based on project plans, commercial needs, and operational requirements.
Broad use and/or application of advanced principles/theories/concepts/techniques in applicable discipline plus a good working knowledge of other related fields. Compiles, examines, or analyzes information and provides resolutions to a diverse range of moderate to complex problems/issues where an evaluation of identifiable factors is regularly required. Regularly exercises judgment and makes independent decisions to select methods/techniques to obtain solutions. Works under minimal supervision with little instruction on day-to-day work and only general instruction on new projects/assignments. Work is generally evaluated on completion to ensure objectives have been met. Failure to obtain results or erroneous judgments/recommendations may require substantial expenditure of resources to correct and/or achieve goals.

Essential Functions and Responsibilities

  • Analysis
    • Monitors, analyzes, and evaluates the volumetric measurement and flow of pipeline operations.
    • Identifies cost-efficient and effective measure systems.
    • Identifies poorly performing assets and makes equipment replacement recommendations, system configuration changes, or changes in operating practices.
    • Monitors physical over/short processes to identify imbalances that require investigation or explanation.
    • Investigates physical inventory anomalies.
    • Provides real-time 24/7 analysis if needed for volume loss determination calculations using pipeline and facility SCADA data via PHD and other internal analytical data collection programs.
    • Resolves over/short imbalances and provide guidance on avoiding similar discrepancies in the future.
    • Collaborates with and attends meetings with internal and third-party stakeholders to resolve measurement system issues.
    • Resolves measurement equipment concerns by identifying the faulty equipment and managing the troubleshooting process.
    • Analyzes and provides measurement system data, considerations, and resolutions to measurement obstacles and issues.
    • Develops and maintains reports, and creates ad hoc queries/reports.
    • Provides loss control and financial risk analysis to upper management.
  • Commercial Projects
    • Collaborates with and attends meetings with internal stakeholders to develop and implement commercial and maintenance-funded project plans.
    • Provides detailed measurement specifications on equipment needed for engineering cost estimates.
    • Provides technical support on equipment design variances based on individual project plans.
    • Ensures project plans and piping and instrumentation diagrams (P&ID) are accurate and provide solutions based on specific measurement equipment needs.
  • Standards & Procedures
    • Develops, reviews, and modifies measurement standards and procedures.
    • Attends industry measurement committee meetings to stay current on the latest measurement practices.
    • Stays current on updates made to the 21 chapters within API MPMS that impact measurement practices and equipment to ensure compliance and maintain accurate measurement.
  • Training
    • Develops and facilitates measurement system applications training.
  • Third-Party Inspections
    • Witnesses third-party metering inspections and attends water draws.
    • Ensures American Petroleum Institute (API) and System Integrity Plan (SIP) process and procedure compliance.
    • Maintains third-party calibration documentation.

Education

  • Bachelor’s degree or equivalent experience in field measurement, engineering or Natural Gas Operations

Work Experience

  • 3 - 5 years related work experience preferred
