Job Profile Summary
The Marine Assurance Consultant works with internal and external stakeholders to develop, implement, and maintain company practices, policies, and procedures to ensure compliance with maritime regulations and standards developed by agencies and organizations, including: United States Coast Guard (USCG), International Maritime Organization (IMO), Oil Companies International Marine Forum (OCIMF), International Safety Guide for Oil Tankers and Terminals (ISGOTT), Society of International Gas Tanker and Terminal Operators (SIGTTO), and Safety of Life At Sea (SOLAS). This position also provides support, as needed, for the Fuels Compliance team in pursuit of continuous compliance with programs including: Customer inspections (e.g. American Petroleum Institute (API) 1595 and 1640; Marine Operations; Health, Safety, Security, and Environment (HSSE); Due Diligence), Foreign Trade Zone (FTZ), Texas Low Emission Diesel (TxLED), Product Transfer Documents (PTDs), Arizona Gasoline, Biodiesel Supplier, and Renewable Fuels.

Essential Functions and Responsibilities

  • Leverage maritime technical and nautical expertise to address questions and provide insight related to ship-shore interface best practices and issues such as dredging, mooring, vessel-use of assets, vessel cargo considerations, 33 CFR and 46 CFR compliance, ISGOTT and MEG4 recommendations, and general jetty asset knowledge.

  • Provide oversight of terminal-specific operational requirements for each ONEOK owned and/or operated marine terminal based upon the 'OCIMF Guidelines for Marine Terminal Information Booklets’.

  • Manage and oversee key terminal details that customers and visiting vessels need prior to calling on the terminal utilizing various industry data sources and pre-arrival practices.

  • Conduct vessel vetting using ONEOK processes and tools in accordance with industry standards and best practices.

  • Periodically evaluate operations at ONEOK marine terminals using the Marine Terminal Site-Assessment (MTSA) framework and established ONEOK practices.

  • Provide oversight of the Dock Person In Charge (PIC) training program in accordance with CFR requirements and OCIMF standards. Provide Dock PIC training in person as necessary.

  • Create, revise and review risk assessments related to marine terminal ship-shore interface using ONEOK’s Process Hazard Analysis (PHA) protocol and advise internal stakeholders on outcomes and measures.

  • Utilize maritime expertise to advise internal stakeholders who work with marine terminal assets on a daily basis. Topics include: vessel vetting, training, terminal operating limits, mooring arrangement diagrams, mooring cable inspections, hydrographic surveys, marine load arm operating envelopes, completion of Declaration of Inspection checklists, Letters of Protest, Dock Operations Manuals, Dock Shack Posters, and vessel visitor cards.

  • Partner with internal stakeholders (e.g. Operations, Quality Control, Commercial), often presenting to groups of people, to develop, analyze and implement programs and best management practices to maintain compliance with maritime requirements, and align Marine Assurance initiatives with organizational strategies and objectives.

  • Maintain up to date knowledge of industry trends, technological advancements, and best practices relevant to maritime regulations, standards, and internal policies.

  • Participate in marine incident investigations, leveraging expertise of shipboard or ship-shore interface knowledge.

  • Assist in and/or lead projects related to the ship-shore interface in order to positively influence ONEOK’s performance in the maritime domain.

  • Develop and maintain positive relationships with regulatory agencies and industry organizations. Participate in meetings, conferences, and industry events to share insights, build peer networks, and promote best practices related to Marine Assurance.

  • Participate and assist with the customer inspection program across the Refined Products business segment.

  • Provide support for the Fuels Compliance team to maintain continuous compliance with regulations pertaining to fuels, fuel additive, blendstocks, and blending activities.

Education

  • Bachelor's Degree or an equivalent combination of formal education and job related experience

Work Experience

  • 5+ years of maritime experience, with marine operations, marine technical, or nautical work experience preferred. Experience may include, but is not limited to, sailing as a merchant marine officer aboard tank vessels or similar experience with the U.S. Coast Guard (e.g. marine inspector, marine investigator, facilities inspector) preferred
