The Opportunity
As the HR Business Partner for Costa Rica, you’ll serve as the primary point of contact for all HR matters in the region, building strong relationships with employees and leaders to support a positive and inclusive workplace culture. You’ll partner closely with global and local leaders to align HR practices with both business needs and Costa Rican labor law. This role is key in driving employee engagement, delivering operational excellence, and enhancing the employee lifecycle experience. You’ll be a trusted advisor and cultural ambassador, ensuring Catalina’s people strategies are executed with empathy, precision, and purpose.

Build trusted relationships with employees and leaders across the Costa Rica region by regularly engaging with individuals at all levels to foster trust, increase visibility, and maintain Catalina’s collaborative and high-performing culture.

Serve as the primary HR liaison for Costa Rica, providing timely and accurate support on employee relations, coaching, performance issues, and policy interpretation in alignment with the Costa Rican Labor Code and Catalina’s values.

Drive employee engagement efforts by analyzing feedback trends from surveys or informal channels, partnering with leaders to develop data-informed action plans, and monitoring follow-through to ensure measurable improvement in morale and retention.

Process all HR documentation for Costa Rica employees including job changes, new hires, exits, and promotions, ensuring records are compliant, audit-ready, and submitted within required timelines.

Deliver and continuously improve a localized onboarding experience, ensuring every new hire in Costa Rica receives an engaging orientation, completes all legal and organizational documentation, and integrates smoothly into the company culture.

Advise global leaders on people-related issues impacting their Costa Rica team members, offering culturally relevant recommendations and aligning guidance with both Catalina policies and local employment law.

Maintain and regularly update Costa Rica-specific policies and the employee handbook, ensuring full compliance with labor law changes, and clearly communicating updates to employees and managers.

Partner with the Total Rewards and Corporate HR teams to facilitate compensation planning, job leveling, and benefits administration for Costa Rica, including preparing and submitting all required documentation.

Support annual benefits renewal and planning by coordinating with local brokers and Corporate Headquarters to gather employee input, recommend plan enhancements, and ensure accurate implementation and communication.

Lead or support local learning and development activities, collaborating with business leaders to assess team needs and implement programs that promote capability growth and career development.

Proactively identify process improvement opportunities within the Costa Rica HR operations, propose practical solutions, and partner across functions to implement changes that enhance HR efficiency and service delivery.

Conduct exit interviews and analyze trends from voluntary and involuntary terminations, sharing insights with leadership and the global HRBP team to support continuous improvement in employee experience and retention.
Qualifications

Bachelor’s degree in Human Resources, Business Administration, or a related field required; a Master’s degree or HR certification (e.g., SHRM-CP, SHRM-SCP, PHRi) is preferred.

Minimum of 5 years of progressive HR generalist or business partner experience, with a proven ability to manage employee relations, engagement initiatives, and organizational development in a multicultural environment.

Expert-level knowledge of Costa Rican Labor Code and employment practices, with demonstrated experience advising leaders on compliance, conflict resolution, and policy implementation.

Strong relationship-building and influencing skills, with the ability to gain trust quickly and collaborate effectively across all levels of the organization, including remote and global teams.

Experience managing compensation and benefits programs, including working with local brokers and international Total Rewards teams to ensure competitive, compliant offerings.

Excellent communication skills in English and Spanish, both written and verbal, to engage comfortably with local teams and global stakeholders.

Hands-on experience processing HR administrative functions, including onboarding, offboarding, employee changes, and HR documentation in accordance with local requirements.

Demonstrated ability to collect, interpret, and act on employee engagement data, translating insights into action plans that improve morale, retention, and workplace culture.

Comfort working autonomously in a regional leadership role, with a proactive mindset and strong problem-solving skills to anticipate challenges and drive continuous improvement.

Experience with HRIS systems, preferably Workday, along with proficiency in Microsoft Office (Excel, PowerPoint, Word) for reporting and communications.

Track record of delivering localized onboarding and learning & development programs, aligned with global HR strategies and adapted to the regional context.
