Hitachi Rail is looking for an enthusiastic self-motivated HSE ADVISOR who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in Madrid, Spain.

MISSION
Supporting the organization to achieve HSE goals and objectives.
ACCOUNTABILITIES
- Contribute to establishing, documenting, implementing, maintaining and continuously improving the Local HSE Management System in accordance with International Standards and Local Procedures;
- Oversee the implementation of Hitachi activities on projects in accordance with HSE Policies, HSE legislative requirements, customers' HSE requirements and the HSE management system;
- As a member of the “Servicio de Prevención Propio”, contribute actively in applying HSE documents and procedures, as well as building safety culture on a daily basis.
- Identify operational hazards, perform risks evaluations and identification of the necessary control measures under the applicable HSE Legislation, the requirements of the HSE Client and the HSE Management System;
- Coordinate HSE activities along different locations in Spain.
- Conduct audits and inspections in accordance with HSE legislative requirements;
- Implement HSE Programs to achieve HSE goals and targets;
- Effective interaction skills with different organizational contributors (maintenance technicians, supervisors, managers, prevention delegates, members of the occupational health and safety committee, etc.)
- Manage the external HSE resources appointed at the site and CAE platforms for contractors / subcontractors (Coordinación de Actividades Empresariales).
- Participate in the identification of HSE training needs and conduct HSE training according to the Training Program;
- Define and update the procedures for the management of potential emergency situations;
- Monitor, report and communicate HSE performance and implement solutions in the event of negative trends;
- Implementation, investigation and analysis in case of HSE accidents and incidents (also in case of near misses).
- Identify non-conformities and verify that corrective / preventive actions are taken to mitigate them and avoid recurrence;
- Collaborate in implementing appropriate documentation for annual management review meetings.
- Contribute during the bidding phase to the identification of legal requirements;
Performance Criteria
- Compliance with the deadlines in the delivery of HSE documents / procedures.
- HSE risk assessment elaboration and continuing updating;
- Management of the auditing process.
Skills & Knowledge
- Superior Technician on Laboral Risk Prevention (Técnico Superior en Prevencion de Riesgos Laborales -Master PRL-).
- Degree: Engineering or similar technical degree.
- 2 to 5 years of business experience / years of project experience.
- Highly qualified to develop technical activities in risk control (Occupational Risk Assessment, Inspection and Control Techniques, among others).
- Developing and implementing HSE training programs.
- Experience in chemical management and storage, as well as in “Real Decreto 1215/1997”.
- Experience on Environmental regulation and requirements.
- Knowledge of applicable standards and certifications (at least ISO 45001- 14001),
- Experience in occupational health and safety committees,
- Good communication, presentation and training techniques.
- HSE management of projects in the High Speed, Mass Transit, Railways (non-limitative).
- A taste for order and sense of compelling.
- Knowledge of cost estimation and budgeting techniques
- Knowledge of health, safety and environmental legislation
- Languages: English (B2 at least). Italian, desirable.
