Overview

The purpose of this role is to co-create, develop, and implement business tools that support Taboola’s global talent strategies. The Operational Effectiveness Director will partner with HR leadership and broader company leadership to understand talent growth needs and define solutions that enable capability growth and readiness. The goal is to support Taboola in becoming a scaled organization that attracts, develops, and retains the very best talent.

This role will also support HR leadership and VPs on strategic talent and change management projects, programs, and initiatives—such as large-scale reorganizations, change management, and M&A activities—while ensuring process effectiveness and best practices to drive transformational change.

This individual’s remit spans the entire post-hire talent lifecycle. They are responsible for developing and implementing global talent-related initiatives that meet Taboola’s current and future workforce needs. This includes performance management, talent planning (succession planning, HiPos), talent management, talent mobility (career pathing), learning & development, and employee engagement.

The role will work in close partnership with the HR Business Partnering team to influence, coach, and empower business leaders to take ownership of performance and continuous improvement. The position includes line management responsibility for a Learning & Development Director.

Organizational Development & Effectiveness

  • Develop and support the implementation of strategic workforce planning capabilities, tools, and processes. Partner with HR leadership to embed this as a core HR deliverable to proactively shape talent and organizational design strategy.

Develop and implement tools that support projects, initiatives, and cyclical employee programs. Partner with HR Business Partners and leaders to ensure these tools are fit for purpose and can be effectively adopted. This includes, but is not limited to:


  • Implement tools and processes to continuously review the effectiveness and efficiency of HR delivery, including audits of processes and ways of working, with a focus on value return to the business and fostering a culture of continuous improvement.
  • Partner with HRBPs and leaders to provide best-practice consulting, tools, and resources that increase team effectiveness on strategic programs—including organization design/restructuring, change management, and M&A activities.
  • Monitor trends and innovations in talent design and development, the future of work, and related tools and technologies. Share regular insights and thought leadership with leaders and the People Operations leadership team.

People Development

  • Partner with HRBPs and business leadership to develop tools, processes, and insights that support targeted mapping of talent capability gaps. Collaborate with the L&D Director to ensure development tools and systems are well-positioned to address these needs.
  • Support the L&D Director in implementing processes that ensure talent development programs are focused on, and measured by, knowledge retention and value return.
  • Ensure Taboola’s talent strategy and principles are reflected through practical, business-relevant interventions based on data and insight.
  • Champion internal mobility and career pathing to clearly articulate how Taboolars can grow and develop alongside the company.
  • Partner with the Head of Global HR Business Partnering to deliver DE&I training aligned with 2025 goals.
  • Define and implement leadership development programs that support senior leaders, emerging leaders, and diverse talent.
