Intel Government Technologies (IGT) is responsible for managing Intel's business with governments worldwide. Our mission is to drive rapid, sustained, profitable growth of Intel's business in government markets in partnership with product, research, and foundry teams while maintaining compliant execution of programs. Our objective is to establish Intel as the national champion for semiconductors. IGT works with and across the ecosystem to deliver mission solutions to government customers. We collaborate with sales and marketing, government affairs, and Intel business units (BUs) to develop and execute programs for government agencies. We also work with and across the defense industrial base (DIB) and systems integrator (SI) ecosystem to deliver mission solutions to government customers.
Intel Government Technologies is looking for an energetic and engaging individual to serve as a Proposal Manager. The Proposal Manager role is an individual contributor role providing proposal and writing leadership and support in line with IGT's mission. This is an ideal position for an individual who is passionate about Intel's technology and willing to handle many complex tasks and deadline pressure while maintaining a high attention to detail and quality. In this role you will gain exposure to and work with technical and business leaders across a breadth of Intel's technology and capabilities and work in a collaborative environment.
The role requires organization, collaboration, initiative, strong writing skills, attention to detail, ability to learn technical concepts quickly, ability to manage stakeholder relationships, and well-developed communication skills.
The Proposal Manager will lead various activities involved in management and execution of Request for Proposal (RFP), Broad Agency Announcement (BAA), and other solicitation responses. This is a highly cross-functional role which requires proposal writing and management experience, leadership, and excellent written and oral communication skills.
In this role, the ideal proposal manager will:
- Develop and execute a Proposal Management Plan including an RFP requirements matrix, mockups, storyboards, frameworks and templates, and other planning as appropriate to result in a compliant, responsive, and winning proposal.
- Work in partnership with technical subject matter experts to translate written and verbal descriptions of technology and solutions to develop government proposal documentation as applied to solving customer problems.
- Develop compelling, differentiating content on competitive RFP proposals, sole source responses, and proactive proposals.
- Participate in strategy sessions with business development, capture, and other internal stakeholders, to develop win themes and other strategic approaches to result in a winning proposal.
- Create and manage response schedules to ensure contributors are on track with requirements and deadlines, including anticipating and clearing roadblocks and barriers.
- Train and coach authors of similar documents to improve their persuasive writing abilities that directly address customer needs, requirements, and evaluation criteria.
- Effectively advise and direct internal organizations to result in a compliant, responsive, and competitive proposal.
- Manage completion of technical volumes, cost volumes, and other required documentation. In some cases, this may include leading preparation for oral presentations.
- Communicate to a broad audience of stakeholders, including executives, on proposal planning and development progress and escalations as needed.
- Establish proposal development tools and templates which incorporate automation, scale, and quality improvements.
- Continuously improve the proposal generation and writing process to increase customer focus, efficiency, and quality. As needed, conduct post-proposal retrospectives including customer feedback to spark continuous improvement and new ideas.
Qualifications:
Minimum qualifications are required to be initially considered for this position. Minimum Qualifications:
- US Citizenship required.
- Ability to obtain a US Government Security Clearance.
- Bachelor’s Degree in Arts, Business, Marketing, Communications, Program or Project Management or in a (STEM) related field of study.
- 5+ years of experience in proposal generation such as but not limited to: proposal management, technical writing, proposal writing and technical documentation.
Preferred Qualifications:
- Post Graduate degree in Arts, Business, MBA, Program/Project Management or in a Science (STEM) related field of study.
- Active U.S. Government Security Clearance with a minimum of Secret level.
- Experience in federal procurement processes, regulations (e.g., FAR/DFARS), solicitation evaluation criteria and contracting vehicles, including writing proposals for competitive RFPs and sole source solicitations.
- Experience with Shipley Business Development Lifecycle or equivalent.
- Experience in semiconductor technology, industry, and customer engagement.

Annual Salary Range for jobs which could be performed in the US:
$144,010.00-$203,300.00
Salary range dependent on a number of factors including location and experience.
Work Model for this Role
This role is available as a fully home-based and generally would require you to attend Intel sites only occasionally based on business need.
