The Director of 340B and Contract Pharmacy Programs is responsible for developing the strategy, vision, and business plans for the BILH System sites that participate in or may be eligible to participate in the 340B Drug Discount Program. This role is accountable for managing and improving the design, development, implementation, and maintenance of the BILH System 340B and Contract Pharmacy Programs. The Director will lead, plan, direct, and coordinate the business operations of the 340B and Contract Pharmacy Programs for the BILH System. The Director is a content expert for all aspects of managing and optimizing the BILH System 340B Contract Pharmacy program performance. The role has accountability for fostering effective working relationships for 340B staff with business functions outside of pharmacy including finance, legal, compliance, IS, and external vendors. In addition, the position provides guidance for 340B Program education and training of stakeholders, associated leaders, and staff. The Director will work strategically with BILH System Pharmacy Services Leadership to optimize 340B eligibility, compliance, and performance in an effort to achieve financial stewardship of resources. It is recognized that the BILH 340B and Contract Pharmacy Program is the underpinning of many of our critical patient care services such as Oncology, Ambulatory Infusion, and the integration of Clinical Pharmacist and Specialty Technician resources into service lines and clinic settings outside of Pharmacy services.

Job Description:

 Primary Responsibilities:

1. Provides 340B Contract Pharmacy Program leadership and oversight across the BILH System. (essential)

2. Directs 340B Contract Pharmacy Program implementation, maintenance, and viability across all covered entities located within the BILH System.  (essential)

3. Serves as the leader of the 340B Contract Pharmacy Program for the BILH System and the liaison with covered entity 340B leadership. (essential

4. Acts as the liaison with necessary affiliated departments (i.e., compliance, legal, finance, IS, government affairs, pharmacy) to ensure 340B Program integrity. (essential)

5. Develops and maintains external relationships (Apexus, HRSA, wholesalers, manufacturers, contract pharmacies, vendors, pharmacy benefit managers, third party administrators), as needed (essential)

6. Provides ongoing education, training, and communications to all staff (particularly those who work with 340B routinely) regarding the 340B Program operations and compliance. (essential)

7. Prepares and reviews all contracts relative to the 340B Programs. Demonstrates attention to detail to ensure contracts are fully compliant and appropriately serve the interest of our patients and our program. Point person to the BILH legal team for efficient and timely execution of contracts. (essential)

8. Responsible for the development, implementation, support, and evaluation of pharmacy business services for BILH. (essential)

9. Has the authority to direct and support employees daily work activities. Has the direct responsibility to undertake the following employment actions: hiring, termination, corrective action and performance reviews. Direct Reports: 4-6 Indirect Reports: None

10. Assists in planning, monitoring and/or managing budget in functional area of department.

Required Qualifications:

1. Bachelor's degree in Pharmacy, Finance, Accounting, or Business required (5 years of directly relevant work experience can be substituted for educational requirement). Master's degree in Business or healthcare administration preferred.

2. 5-8 years related work experience required in healthcare leadership, financial analysis/reporting and 340B program management and HRSA 340B regulatory compliance. and 3-5 years supervisory/management experience required.

3. Advanced skills with Microsoft applications which may include Outlook, Word, Excel, PowerPoint or Access and other web-based applications. May produce complex documents, perform analysis and maintain databases. 

Preferred Qualifications:

1. Previous experience with project management methodologies and software.

2. 340B Apexus Certification.

Knowledge: Ability to demonstrate in-depth knowledge of concepts, practices and policies with the ability to use them in complex varied situations.

Team Work: Ability to lead collaborative teams for larger projects or groups both internal and external to the Medical Center and across functional areas. Results have implications for the management and operations of multiple areas of the organization.

Customer Service: Ability to provide a high level of customer service and staff training to meet customer service standards and expectations for the assigned unit(s). Resolves service issues in the assigned unit(s) in a timely and respectful manner.

Social/Environmental Requirements:

Work requires close attention to task for work to be accurately completed. Intermittent breaks during the work day do not compromise the work.

Work requires constant response to changing circumstances and using new information to adjust approach and to quickly respond to new needs.

No substantial exposure to adverse environmental conditions

Health Care Status:  HCW 3: Regular provision of service in a patient care area. Examples: Unit coordinators, lead coordinator/supervisor, patient liaison, nutrition services, environmental services, registrars, information desks, security, etc- Health Care Worker Status may vary by department

Sensory Requirements:

Close work (paperwork, visual examination), Color vision/perception, Visual monotony, Visual clarity > 20 feet, Visual clarity <3 feet, Conversation, Monitoring Equipment, Telephone, Background Noise.

Physical Requirements:

Sedentary work: Exerting up to 10 pounds of force occasionally in carrying, lifting, pushing, pulling objects. Sitting most of the time, with walking and standing required only occasionally
