Summary
The BD Capture Manager will lead the pursuit of IT services opportunities within U.S. Government Civilian agencies, particularly those engaged in scientific missions enabled by IT. The role offers remote work flexibility while requiring occasional onsite presence for meetings and client interactions within the DMV region. The Capture Manager will play a critical role in identifying, developing, managing, and winning strategic opportunities, working collaboratively with business development, proposal, and technical teams. The BD Capture Manager must have a thorough understanding of government contracting processes, agency missions, and IT solutions, and how these relate to the key competencies of the company.
Supervisory Responsibilities: May lead other members of the capture team through the pursuit lifecycle.

- Lead the capture process: identify opportunities, assess the environment, develop a win strategy, and implement the strategy
- Develop capture plans, win strategies, and competitive positioning tailored to agency missions and requirements
- Manage all aspects of the capture lifecycle, including bid/no-bid decisions, teaming arrangements, and proposal development
- Identify and engage with Government Civilian agencies focused on scientific missions (e.g., Department of Commerce, NASA, USGS, Space Force and other federal satellite and heavy data management agencies)
- Build and maintain relationships with key government decision-makers and industry stakeholders
- Conduct market research to identify trends, opportunities, and competitive intelligence
- Identify, engage, and negotiate with potential partners (large primes and small businesses) to build winning teams
- Develop and manage relationships with subcontractors and partners to enhance proposal competitiveness
- Collaborate with technical subject matter experts to align solutions with customer needs
- Work closely with proposal managers, business development leads, and technical teams to ensure proposals meet customer expectations and highlight company strengths
- Lead internal reviews and facilitate discussions with leadership to ensure alignment and resources
- Ensure capture strategies and activities align with corporate objectives, compliance requirements, and customer regulations
- Track and report capture progress, ensuring milestones and deadlines are met
- Stay current on IT trends, government contracting policies, and scientific mission requirements within civilian agencies
- Leverage knowledge of IT services such as cloud solutions, data management, cybersecurity, and enterprise architecture to guide capture strategies

Basic Qualifications
- Bachelor’s degree in business, IT, or related field, or equivalent relevant work experience
- 5 years of experience in capture management, business development, or related roles in the government contracting space
- Experience working with government agencies conducting scientific missions
- Strong understanding of IT services, including cloud computing, cybersecurity, enterprise architecture, and data management
- Proficiency in capture tools and processes
- Familiarity with federal acquisition regulations (FAR) and government procurement processes
Preferred Qualifications
- Active relationships with agency stakeholders, including contracting officers and program managers
- Experience with scientific IT solutions, including geospatial technologies, high-performance computing, or advanced analytics
Physical Demands
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to access and navigate each department at the organizations and client facilities.
Work Environment
- Work is normally performed in a telework environment
The base salary range for this position is $152,435 to $214,904.
