Job Objective:
Accountable for implementation of regulatory programs related to Process Safety in accordance with state and federal regulations.
Essential Job Responsibilities:
- Provides interpretation of federal and state regulations related to Process Safety, specifically: OSHA PSM 29 CFR §1910.119, BSEE SEMS 30 CFR 250 Subpart S, and EPA RMP 40 CFR §68.
- Monitors and communicates changes to regulations for implementation at Hilcorp Alaska (HAK) sites and incorporates new requirements into existing infrastructure.
- Interacts with external stakeholders as HAK company representative regarding compliance with federal and state Process Safety regulations. Supports management with relationships, inquiries, interpretations, and responses to regulatory agencies.
- Maintains HAK’s Risk Management submissions on EPA’s CDX Website, acts as Preparer and ensures Certifying Official is aware of and has completed all required tasks.
- Maintains HAK Process Safety programs, manuals and procedures.
- Provides training on Process Safety programs and manuals to office and field personnel, as necessary.
- Accountable for communicating out all Process Safety Compliance requirements to Internal Stakeholders.
- Coordinates Process Safety Management Review process; including scheduling and facilitation of quarterly review meetings.
- Coordinates implementation of all elements with Assets and other support team members; specifically:
- Assists IM Department with the management of Process Safety Information,
- Communicates requirements for Operating Procedures, Hot Work, Employee Participation, and Pre-Startup Safety Review to Operations and assists with implementation,
- Communicates requirements for Incident Investigation, Emergency Response, Training, and Contractor Management to Safety Department,
- Communicates requirements for Process Hazards Analysis to PS Engineers,
- Communicates requirements for Management of Change (MOC) to MOC Administrators and PS Engineers, and
- Communicates requirements for Mechanical Integrity to Operations and Inspections groups.
- Leads investigations for Process Safety incidents and near misses upon request from Asset Teams and accountable for sharing lessons learned.
- Facilitates and supports Process Hazards Analysis (PHAs) upon request from Asset Teams.
- Performs applicability determinations to identify Assets subject to compliance with Process Safety standards, the specific aspects that apply, and maintains scope and boundary definitions for each location.
- Conducts internal Compliance Audits, oversees external Process Safety audits, and manages all identified gaps to closure.
- Coordinates, compiles, and submits responses to agency inquiries and enforcement actions. Ensures all filings are completed as required by state and federal agencies.
- Maintains HAK Process Safety website and all HAK Process Safety program documentation in company electronic document management system.
- Provide visible leadership and direction in the development of Process Safety regulatory compliance programs, policies, and procedures, both in the office and in the field.
- Regularly interacts with Asset Teams and Midstream group to understand impacts to operations, ensure programs and processes are in alignment, communicate key metrics and demonstrates value.
- Work with Management, EHS, and Operations to provide technical guidance on project development and implementation and to address deficiencies in the compliance programs.
- Accountable for all Process Safety Compliance AFEs, including annual budget preparation, cost tracking & forecasting, scope and schedule management.
- Works with other support teams (e.g. Pipeline Compliance, Safety, Environmental) to achieve single-source solutions.
- Collaborates with team members in other regions for implementation of Process Safety program.
- Manage contracts with numerous service support contract companies. Negotiates rates and resolves conflicts. Provides feedback to contract companies on performance expectations.
- Hold self and others accountable for accomplishing tasks on time and budget.

Qualifications:
- Five (5) years minimum experience in Process Safety regulatory compliance and risk management program development and implementation, preferably in oil & gas industry.
- Working knowledge of OSHA PSM 29 CFR §1910.119, BSEE SEMS 30 CFR 250 Subpart S, and EPA RMP 40 CFR §68 regulations.
- Experience reading and interpreting state and federal regulations related to process safety, as well as industry standards, to make well-supported and documented recommendations to Operations.
- Experience facilitating Process Hazards Analysis (PHAs).
- Proficiency in the use and application of the following software:
- Preferred: PHA-Pro, MARPLOT, PHAST, RMP*Comp, CAMEO Chemicals, EPA CDX, BOEM/BSEE TIMS Web

- Ability to be available 24 hours per day (on call for questions, emergencies, etc.).
- This position requires travel (up to 25%) to field facilities and other offices, as well as periodic work in outdoor and industrial facility environments, to validate field conditions and establish and maintain good working rapport with operations personnel.
Education Requirements:
- Required: Bachelor of Science Degree in Chemical Engineering, Mechanical Engineering, or related field from an accredited four-year university or college.
