Position Overview:Reporting to the Manager, Transportation and Trade Compliance, this position is responsible to implement, maintain and audit programs, procedures and controls to ensure compliance with import and export laws and regulations. Responsibilities include managing trade compliance data and process improvements, duty recovery and minimization, creating and managing the HS and ECCN classification process and providing daily operational support.
Job Description:
Major Job Functions:
Process improvements, controls and data management:
- Act as Finning’s resource for import and export-related topics for internal stakeholders
- Review, audit and implement trade compliance processes and procedures for Finning and Finning companies ( OEM, Sitech, Power systems)
- Represent Finning and act as a Liaison between Finning and external stakeholders ( Customs brokers, carriers, CBSA, CBP, etc.)
- Enforce trade compliance policies for Finning and Finning companies (OEM, Sitech, Power systems)
- Create a USMCA certification and review process for Finning remanufactured goods
- Create and manage the process to classify HS for parts, attachments and equipment.
- Analyze insight import and export databases for data integrity errors.
- Audit part descriptions and HS codes to ensure accuracy by maintaining the database
- Update customs brokerage system data to ensure efficiency gains and compliance.
- Assist in managing the Controls Goods Program, including the review of security requirements in contract
- Manage the CARM ( Canada Assessment and Revenue Management) system for Finning and Finning companies ( OEM, Sitech, Power systems)
- Review and advice on valuation issues as required
- Manage Health Canada Precursor Registration and licenses as required.
- Coordinate with treasury customs bonds and customs payments for all Finning companies as required.
- Review Customs Department processes for opportunities to improve efficiencies/reduce costs.
- Remain current with customs-related regulatory changes and advise internal stakeholders on requirements for compliance.
- Work with Caterpillar and other vendors to monitor and reduce the cost of imports and own the FTA mitigation process.
- Assist in the determination of import and export licenses and permits.
- Assist with other emerging priorities as applicable.
Duty recovery and minimization:
- Gather customs data reports and review Finning’s import and export history for opportunities to mitigate or recover duty.
- Analyze parts import database for duty recovery opportunities.
- Liaise and build relationships with Caterpillar and customs consultant to target parts for duty recovery
- Analyze sales of parts to expand and manage the Conditional Relief Duty deferral and Drawback program.
- Coordinate with the consultant the list of applicable SKUs for end use and ensure sales data and end-user certificates are retained
Daily operational support:
- Create and manage import/export documents and perform export third party screening.
- Liaise with government agencies, carriers and internal contacts to expedite shipments
- Quote export/import costs to internal contacts and advice on import/export requirements and compliance
- Assist in processing prime ETA’s, RIV. 72 hours and Temporary Importation Bonds
- Provide advice on SIMA and other government departments PGA applicability
- Review and approve high value vendor invoices
- Support the export controls program and file CERS ( Canada Export Reporting System) declarations
- Other duties as assigned
Accountability:
- Act as HS and ECCN subject matter expert and compliance champion
- Ensure targeted import/export compliance levels are met
- Generate targeted savings from duty recovery and minimization
- Improve quality and data in the export database
- Assist in managing the departments and vendors KPI’s including monthly 0TC On Time Clearance
Knowledge:
- Practical experience and working knowledge of export control regulations (Export Administration Regulations (USA) and Department of Foreign affairs and international trade).
- Functional knowledge of Environmental Protection agency EPA, Food and Drug Agency, CFIA Canada Food Inspection Agency, Department of Transport and Environment Canada regulations ECCC.
- Strong understanding of end-to-end supply chain operations, International trade compliance, logistics and reverse logistic operations.
- Practical experience and knowledge of the U.S. – Mexico – Canada Agreement (USMCA) and other Canadian Free Trade Agreements
- Solid comprehension and understanding of HS tariff, ECL and ECCN classification.
- Understanding of supply chain security programs (Partners in Protections (Cdn) / Customs trade partnership against terrorism(US)
- Solid level of business and financial acumen.
- Practical experience and knowledge of INCOTERMS
- Experience and familiarity with duty recovery and minimization programs (End Use certificates).
Education & Experience:
- Diploma or degree in International trade, logistics, business or a similar field.
- Certified Customs Specialist, Customs export specialist or Certified Trade Compliance specialist, or working towards any of these designations;
- 5-10+ years of experience in customs, trade compliance, export controls (US, Cdn and International), and duty recovery/minimization.
- Bureau of Industry and Security training seminars.
- Experience with CARM and Single Window is an asset
- Experience with Vehicle emission regulations is an asset
- Experience writing ruling requests and ruling decisions
- Experience with USA regulations, AES filing and other export reporting/documents is an asset
- Licensed Customs Broker will be considered as an asset.

- Proficient with Microsoft suite of office applications, especially Excel or Power BI with the ability to run reports, pivot tables, V look ups.
