Description of services to be provided
In collaboration with the USAID HS4TB Project, the National Consultant will work closely with a Regional Consultant to lead the implementation of the TB-FSI tool in Vietnam from July to October 2024. Application of the TB-FSI requires expertise in health financing concepts and specifically domestic government processes to grow TB resources and foster equitable, efficient, and effective deployment of those resources.
I. Responsibilities will include
a. Stakeholder engagement and coordination,
b. Supporting quantitative and qualitative data collection,
c. Workshop facilitation and support,
d. Report review
e. Collaboration with the USAID HS4TB project team.
f. Close collaboration with the appointed lead regional consultant for Vietnam to facilitate the process with country stakeholders.
g. Travel to other provinces/districts for subnational data collection may be required
QUALIFICATIONS
Qualifications of consultant
· Degree in Public Health, Health Economics, International Development, or a related field.
· Experience and expertise in domestic government health financing in the assigned country is a requirement.
· Substantial experience working with the country’s government stakeholders involved in health, such as the MOH, required. Experience working with government TB stakeholders is preferred.
· Experience in TB programs and strengthening health systems is ideal but not required.
· Proven expertise in conducting key informant interviews, focus group discussions, and stakeholder workshops in the context of health and/or finance.
· Familiarity with financial analysis, budget formulation, and tracking processes related to health programs.
· Experience working on international development projects, preferably with USAID or similar development partners.
· Strong analytical and problem-solving skills to comprehensively analyze the health financing landscape.
· Excellent communication skills, demonstrated through engaging with government health and finance stakeholders, facilitating workshops, and presenting findings effectively.
· Previous experience in scoring tools or indices, especially in the health sector, is highly desirable.
· Ability to collaborate effectively with a diverse team, including regional consultants and logistics advisors.
· Flexibility and adaptability to travel within the country for in-country engagements.
· Proficiency in compiling comprehensive country reports, incorporating feedback, and finalizing reports for submission.
· Consultant must be located in Vietnam.
