About the Project
Through the Private Sector Engagement Modernization Contract (PSEMC), Dexis supports the U.S. Agency for International Development’s (USAID’s) Private Sector Engagement (PSE) Hub to expand and deepen collaboration with the private sector to achieve greater development outcomes. The PSE Hub’s mission is to create the institutional conditions, operating infrastructure, and capacity necessary to expand engagement with the private sector in the United States and partner countries. The PSE Hub works to transform and modernize how USAID does development by institutionalizing USAID’s PSE policy and delivering capacity- and systems-building support for PSE across all sectors, operating units, and countries where USAID operates.
About the Position
Dexis is developing a bullpen of subject matter experts (SMEs) in private sector engagement (PSE) to support USAID’s PSE Hub within the Bureau of Development, Democracy, and Innovation (DDI), as well as USAID’s Missions and Operating Units globally. The SMEs are eligible to provide institutional support to USAID in a short-term capacity, ranging from three (3) to twelve (12) months. They will possess expertise across a breadth of technical and administrative functions required to successfully implement USAID PSE policy.
Applicants will be screened for potential inclusion in a USAID-facing portal that program offices and Missions can use to find pre-vetted highly qualified consultants in PSE relevant areas listed below. Inclusion in the portal does not guarantee eventual employment, and all opportunities are contingent upon USAID needs and funding.

- Investment funds and financing facilities (structuring and diligence)

- Relationships/Engaging with Companies:
- Partnership/alliance development
- Relationship management and customer service
- Industry, value chain, and market opportunity analysis
- Navigating USAID Processes:
- Monitoring, Evaluation, and Learning (MEL), including development and implementation of MEL plans
- Acquisition and assistance, including federal purchasing, grant making, and fund management
- Program support, including project design, implementation and improvement
- Strategic planning
- Strategic communications, knowledge management, and brand management
- Human resources processes and their applications for PSE
- Business process engineering
- Customers, Market Segmentation, and Scaling Impact:

QUALIFICATIONS
Required
- Bachelor’s degree in a relevant field (master’s degree preferred).
- For mid-level professionals, five (5) years of relevant work experience in one or more of the private sector engagement areas listed above.
- For senior-level professionals, eight (8) years of relevant work experience in one or more of the private sector engagement areas listed above.
- For some expert-level roles, ten (10) years of experience or more may be required.
Preferred
- Ability to obtain a Facility Access Clearance (Public Trust) or Secret clearance may be preferred for some opportunities.
