INTECON, LLC is seeking a highly skilled and detail-oriented STINFO Program Management Analyst to support AFWERX’s Security Branch (RGOS). This role is responsible for managing, tracking, and controlling the acquisition, flow, production, and distribution of scientific and technical information (STINFO) generated or utilized by RG organizations and government contractors. The selected candidate will develop policies, implement compliance measures, evaluate program effectiveness, and oversee information dissemination and retrieval processes.

Roles and Responsibilities

The STINFO Program Management Analyst will:

  • Serve as the RGOS Scientific and Technical Information (STINFO) Program Management Analyst, overseeing all aspects of technical information flow and compliance.
  • Establish local STINFO policies and procedures, ensuring alignment with higher headquarters regulations.
  • Act as the director’s primary advisor on STINFO program issues, serving as the liaison with headquarters program management officials.
  • Manage the efficiency and effectiveness of collecting, processing, disseminating, and applying scientific and technological information.
  • Develop and implement new information handling procedures, advising on process improvements.
  • Maintain a current inventory of scientific and technical information, ensuring accurate reporting to higher headquarters.
  • Contribute to the drafting of DoD, USAF, command, or directorate regulations, standards, and directives within the STINFO area of responsibility.
  • Establish and enforce tracking policies for scientific and technical data, including technical reports, STINFO products, and technical orders.
  • Conduct regular audits and evaluations of STINFO management practices, identifying gaps and areas for improvement.
  • Plan and direct the technical publications program, ensuring effective dissemination of research and operational data.
  • Manage STINFO databases, ensuring technical data is properly documented, stored, and distributed.
  • Develop procedures to ensure scientific and technical information is transmitted to the Defense Technical Information Center (DTIC) in compliance with regulations.
  • Oversee STINFO retrieval databases, ensuring accurate documentation and accessibility of research data.
  • Conduct data analysis and reporting, ensuring accurate and fact-based assessments of STINFO-related activities.
  • Monitor external databases such as the DTIC Technical Report database, ensuring data accuracy and avoiding redundant entries.
  • Support the development and enhancement of STINFO management systems, participating in pilot studies for new technology applications.
  • Ensure all directorate STINFO documents, research summaries, final reports, technical orders, and conference proceedings are properly marked and submitted to designated government repositories.
  • Maintain and provide statistical reporting to DoD and Air Force leadership, supporting program effectiveness and strategic planning.
  • Serve as the technical expert for all facets of the STINFO program, ensuring final product quality and compliance.
  • Research and compile statistics and trend data, identifying program discrepancies and recommending corrective actions.
  • Develop alternative solutions to program challenges, providing recommendations to higher leadership.
  • Develop, write, and implement local RG STINFO policies, ensuring compliance with Air Force, DoD, and command directives.
  • Provide training and education on STINFO policies, fostering awareness and compliance among management, staff, and program stakeholders.
  • Deliver STINFO briefings to general audiences, including Newcomer’s Orientations and Program Manager’s Training.
  • Develop and maintain an electronic STINFO Bulletin Board, providing resources, templates, and guidance on STINFO requirements.
  • Assist STINFO database users in conducting data searches, applying classification guides, and preparing technical reports.

Qualifications

Education

Bachelor’s degree in Information Management, Library Science, Data Management, Security Studies, or a related field.

Experience

  • 5+ years of experience in scientific and technical information (STINFO) management, information security, or research data administration, preferably in a military, defense, or government environment.
  • Experience managing classified and unclassified research data, ensuring compliance with Air Force and DoD information policies.
  • Strong knowledge of technical publications, research documentation, and DoD information repositories.
  • Expertise in developing, implementing, and monitoring STINFO policy and compliance frameworks.
  • Experience in database management, technical data indexing, and retrieval processes.
  • Strong understanding of technical risk assessment, security classifications, and distribution controls.
  • Experience in drafting policies, conducting program evaluations, and ensuring compliance with DoD/USAF regulations.
  • Ability to analyze large data sets, extract relevant information, and produce high-quality reports.
  • Experience working with DTIC repositories, data protection policies, and Air Force STINFO requirements.
  • Proficiency in document security, publication management, and knowledge-sharing platforms.
  • Strong stakeholder engagement and program coordination skills, ensuring seamless integration of STINFO processes.

Certifications and Training

Preferred certifications:

  • Certified Records Manager (CRM)
  • Certified Information Professional (CIP)
  • Certified Information Systems Security Professional (CISSP) (preferred but not required)
  • DoD 8570.01-M Security+ Certification
  • Information Governance Professional (IGP)

Proficiency in:

  • Defense Technical Information Center (DTIC) databases
  • Microsoft Office Suite (Excel, Outlook, SharePoint, Teams)
  • Knowledge management tools (e.g., Alfresco, SharePoint, Google Workspace)
  • Document security and technical publication management tools

Specialized Training in:

  • DoD and USAF STINFO policy compliance
  • Information classification, marking, and dissemination protocols
  • Risk management and data governance

Security Clearance

Active Secret Clearance required, with the ability to obtain Top Secret (TS/SCI) if needed.
