We incubate and invest in early-stage technology-led companies in the healthcare and national security sectors. We are a team of entrepreneurs, technologists, operators, and investors who are using big data to address our Nation’s largest problems. We believe the time for disruption is now. Heavily regulated, highly concentrated, and saddled with perverse incentives, our national security and healthcare systems are fundamentally challenged. Without imminent action, both industries face catastrophic outcomes.
Location: Northern Virginia, Washington D.C., or Maryland area
Work Model: Hybrid is preferred (2-3 days on-site per week); Remote is acceptable
Role:
We are seeking an experienced Senior Proposal Manager to support our Federal government proposal efforts, with a focus on R&D funding proposals. The ideal candidate will be responsible for leading, planning, outlining, editing, scheduling, and overseeing the timely development and delivery of high-quality responses to federal R&D business opportunities, from pre-RFP to post-submission activities, in a fast-paced environment.
Responsibilities:
- Outline responses and manage overall submission for RFPs, BAAs, SBIRs and other Federal procurement opportunities.
- Coordinate proposal content inclusion with management team, technical writers, finance and graphics departments.
- Work directly with capture managers to incorporate vendor and subcontractor content to proposals.
- Manage the preparation of several proposals in parallel.
- Ensure struct proposal compliance to customer requirements.
- Leverage Ai tools to boost proposal management efficiency.
Requirements:
- U.S. Citizen.
- Ability to work on-site, 2-3 days a week at the Red Cell Partners Office, located at 1800 Tysons Boulevard, Suite 900, McLean, VA.
- Bachelor's degree in business, communications, or a relevant scientific/technical field (advanced degree preferred).
- Minimum 6 years of proven successful experience managing Federal government proposals, grants, BAAs, and SBIR/STTRs, with a strong focus on R&D funding proposals.
- Demonstrated understanding of Federal procurement processes and regulations, particularly in the R&D sector.
- Experience working with scientists, consultants, and capture managers on highly technical, multi-stage Federal R&D proposals.
- Experience using modern proposal management AI tools (ChatGPT, Claude AI, AskSage, etc).
- Strong knowledge of proposal best practices and Federal proposal evaluation criteria for R&D funding.
- Completion of Shipley Associates proposal management courses.
- Proficiency in Microsoft Office suite, Adobe Acrobat, SharePoint, and proposal management software.
- Excellent writing, editing, and communication skills, with the ability to translate complex scientific concepts into compelling proposal content.
- Ability to manage multiple R&D projects simultaneously and meet tight deadlines.
- Experience interviewing subject matter experts to support the proposal writing process for technical R&D proposals.
- Proven track record of managing and winning R&D proposals (RFPs, CSOs, SBIRs, BAAs, OTAs) within the federal market ranging from $1M to $25M-plus (desired).

Salary Range: $125,000-$150,000. This represents the typical salary range for this position based on experience, skills, and other factors.
