The Opportunity:
Responsible for facilitating the process to collect and define client requirements. Provides advice and recommendations on process best practices. Performs analysis on business or systems processes to identify improvements. Works with clients to understand and define needs and develop and recommend solutions. Interacts and communicates with end-users, management, vendors, and IT personnel. Performs configuration and designs functional solutions (e.g., reports, interfaces, workflows, and extensions) for specific applications and third-party systems.
As a member of the Naval Sea Systems Command (NAVSEA) DoD Standard Procurement System (SPS) support team, candidate will serve as a technical subject matter expert on the DoD Standard Procurement System (SPS). Support services include providing technical support to the NAVSEA SPS user community, planning for and assisting with SPS upgrades, assisting with managing the SPS technical environment to include tech refreshes, and security processes.

More About the Role...
Must have complete understanding of, and experience supporting all current SPS baselines and underlying technologies, as deployed within the production and/or test environments. Must have an advanced understanding of the SPS user community, and the ability to develop targeted communications for the purpose of building core shared knowledge and resolving repeating incidents, service requests, and problems. Must understand, and have experience supporting the Navy ERP interface, including pre-award validation processes, as well as interface and functional error reporting and resolution.

Candidate shall maintain interface support utilizing the approved (webMethods) middleware for the Naval Sea Systems Command (NAVSEA) DoD Standard Procurement System (SPS) technical architecture. Candidates will have extensive knowledge with the webmethods (wM) application suite to include the wM Integration Server and My webMethods Server (MWS).

Candidate shall have the knowledge, skills, and abilities to maintain and troubleshoot issues pertaining to different Integration Components for both inbound and outbound connections/transactions between the procurement system and all external systems.

Candidate shall maintain the flow of data between the Standard Procurement System and the NAVSEA interface partners to include changes to the XML Document Type Definitions (DTDs), or movement to the Procurement Data Standard (PDS) as required by the Government. Position requires the ability to perform primary troubleshooting for all connections to include, but not limited to external systems such as Navy ERP and Seaport-NxG and will work in concert with the various POC’s for these external systems.

Position will support analyzing and mitigating/remediating new patch vulnerabilities issued in coordination with the SPS Joint Program Management Office (JPMO), NAVSEA SPS Technical Lead(s), and the Naval Warfare Information Center (NIWC) Consolidated Enterprise Data Center (CEDC).

Data Migration Support: Support the NAVSEA Enterprise Contracting Community in data migration activities to include providing input towards development of business processes, contract closeouts as well as determining contracts to migrate into the next generation of the NAVSEA Electronic Procurement System (ePS) contract writing system.

Decommission: Candidate will support the NAVSEA SPS Government and NIWC CEDC to perform all efforts to decommission NAVSEA SPS in the NIWC CEDC environment when the time is appropriate.
Qualifications:
Required:

(BA/BS) or equivalent experience and minimum 5 years of related work experience.

Active Secret-level clearance.

CompTIA Sec + certification.

Advanced understanding of the DoD Standard Procurement System (SPS) and its baselines, technologies, and user community.

Expertise in webMethods (wM) application suite, including Integration Server and My webMethods Server (MWS).

Experience maintaining data flows and integration components for external systems such as Navy ERP.

The proposed salary range for this position is:
$68,400-$143,700
