About the Opportunity
The Critical Services Business Development Group (BDG), part of National IT Office of the Chief Operations Officer (OCOO) department, has an immediate opening for a Senior Manager – FedNow, reporting to the FedNow Vice President, this Senior Manager role is responsible for managing a dedicated team of National IT members who are fully focused on enabling value delivery for this mission-critical, large-scale real-time payments solution.
You will provide leadership and direction to ensure a high quality and high value customer experience, engage with stakeholders and program leadership, ensure strategic plans are well aligned with FedNow goals and objectives, partner across OCOO to ensure customer commitments are successfully delivered, and drive ongoing evolution of agile processes and agile delivery.
What You Will Do:

Lead the team providing dedicated support to FedNow business partners, and execute on custom demand needs, while curating a partner-specific experience
-
Develop trust-based relationships with clients and partners to fully understand their service needs, new technology, and infrastructure affordability.

Serve as the face of National IT to our business partners at the Federal Reserve Bank for delivery of technology and infrastructure to our FedNow client. Manages relationships with key stakeholders (Business and Technology leaders) as well as objectives and key business outcomes and results

Anticipate changes in the business environment and collaborate across the System to ensure alignment between business priorities and National IT direction
-
Effectively contribute to the FedNow Division execution of key National IT business management processes such as annual budgeting, development of high priority objectives, performance evaluation and reporting, major issues management, and governance engagement.

Demonstrate strong business acumen, influencing and negotiating skills to business solve problems.

Demonstrate strong technical acumen, represents clients and business partners in technology planning and technical problem resolution.
-
Design, deliver and implement infrastructure roadmaps, while maintaining key timelines.

Create an atmosphere of confidence and trust in the BDG and motivates scrum team(s) to fulfill tasks
-
Define and enforce NIT and business quality standards (non-functional requirements), identify and communicate acceptance criteria, prioritize backlog and ensure efficiency of scrum team(s)
Qualifications:
-
Bachelor’s degree in a relevant field required. Masters, MBA or an advanced degree, preferred
-
Minimum seven (7) years of IT Program Management/executive leadership experience in a demanding environment, including experience in setting the strategic direction, being accountable for and delivering strategic objectives, aligning programs with the organization's strategic direction, and focusing on continuous improvement efforts within a complex IT organization.

Five (5) + years of leading and managing staff

Proven leader with working knowledge of, and experience with Product Management and Agile Methodologies
-
Demonstrated ability to lead a team through changing work requirements and priorities, demanding deadlines, operational crisis situations, as well as being able to keep pace with multiple concurrent initiatives and develop and implement long term goals and operating plans
-
Ability to effectively navigate and achieve results on initiatives that have both a cross-functional and cross-district impact. Experience leading initiatives that have significant broad impact across the System preferred.

Expertise in relationship management and an exemplary ability to manage stakeholder expectations through clear and transparent communications
-
Learning mindset geared toward innovation and creativity for applying technology capabilities in new ways, necessary for both the delivery of effective technology and business solutions

Strong inspirational leadership and motivational skills with the ability to effectively manage high performing staff and management teams
-
Strong communication skills, including outstanding presentation and persuasion capabilities, including the ability to effectively convey complex, sensitive issues and communicate to a variety of audiences including technical staff, peers, as well as senior management, and oversight bodies

Ability to handle sensitive and confidential matters with the appropriate level of judgment, discretion, and maturity

Demonstrates mutual respect, embraces diversity, and acts with authenticity
Desired Skills:

Experience working with FedNow is highly desirable

Proven experience with Scaled Agile Framework and cloud modernization efforts, strongly preferred

Proficiency with agile development tools such as JIRA
-
Managing successful programs across a range of project types using agile methodologies

The hiring range is $140,400 – $193,000 annually.

For candidates outside Richmond, VA, listed hiring and salary ranges may be adjusted based on your geographic location.

Salary offered will be based on the job responsibilities and the individual’s knowledge, skills, and experience as defined in the job qualifications.
