Job Purpose
The Senior Cost Engineer will oversee the Project cost management requirement.
This is a PMC role, and there will be multiple Supervision Consultants and EPC`s appointed directly by the Client. The successful candidate will be responsible for overseeing overall programme cost management requirements on the large-scale power and water transmission projects in Abu Dhabi. This role involves strategic planning, resource management, and collaboration with various stakeholders to meet project objectives, timelines, and budget constraints.
Job Responsibilities
- Candidate will be responsible for developing overall program and package budgets. The overall budget and individual package budgets will be live documents and shall be updated from time to time in accordance with the progress of the packages.
- Candidate shall be responsible for tracking costs against approved budgets. Costs shall include committed, incurred, actual/paid, and forecast final /out-turn costs.
- Candidate shall develop overall job cost reports for each Works Package that show variances between budgets and costs, earned value, variances between budget and final forecast cost, and movements from prior month, with commentary on variances and movements.
- Comment and verify the EPC Contractors’ reports on the value of Works done.
- Coordinate with project stakeholders, including clients, supervision consultants, contractors, vendors and regulatory authorities to ensure alignment and compliance with project cost requirements
- Oversee the development and implementation of project budgets.
- Monitor, review, register, check for conditions, check for expiration/renewals of Insurances and Bonds
- Prepare, review, recommend, register Variation Orders.
- Review, assess, recommend, assist in claims resolutions.
- Verify and register all payments.
- Prepare monthly Forecast-to-Complete (Estimate at Completion).
- Ensure that the Final Accounting for each EPC Contract is concluded expeditiously, inclusive of all claims and outstanding payments.
- Provide leadership and direction to project teams, fostering a culture of safety, quality, and continuous improvement.
- Prepare and present regular project reports to senior management and the client, detailing progress, challenges and solutions, commercial status, risks etc.
- Guide and mentor project team members, promoting professional development and knowledge sharing.
- Foster strong relationships with clients and other stakeholders to maintain project support and mitigate any concerns.
Qualifications
- Bachelor’s degree in related field.
- 12+ years
- Proven experience in a similar role on programmes with a similar scope.
