General Description
The successful candidate will perform as a Sr. Software Engineer to support the planning, architecture design, development, and maintenance of DFAS Enterprise Information Infrastructure Architecture and Engineering environments for DATAAPS, HQARS, and WIA systems. The Software Engineer will play a key role in ensuring the continued effectiveness of these systems, with a particular focus on COBOL development on Unisys Mainframe platforms. The successful candidate will work with complex systems and applications that interface with several other applications and require deep expertise in software development and system integration. 
Duties and responsibilities
This position requires a focus on COBOL development and mainframe systems in support of application software maintenance and sustainment. Examples of duties required include:
 

• Design and Develop Software Solutions: Research, design, and develop software applications in support of HQARS, a departmental accounting system, DATAAPS (time and attendance system), and WIA (tracking system for wounded soldiers).
• COBOL Development: Utilize COBOL for high-level programming on the Unisys Mainframe platform to develop software applications for various system functionalities and interfaces.
• System Development Lifecycle Support: Provide full lifecycle support for software systems, including development, configuration management, testing, and production support.
• Project Tracking and Management: Participate in and provide support for project tracking, and software lifecycle management, including software development, testing, deployment, and user acceptance.
• System Analysis and Design: Conduct thorough analysis of system requirements to ensure feasibility within time and cost constraints, collaborating with team members to define system specifications.
• Functional and Business Process Improvement: Identify and implement improvements to functional and business processes, ensuring alignment with user needs and organizational goals.
• System Integration Support: Ensure seamless integration of software solutions with existing systems and interfaces.
• Customer and User Support: Provide ongoing customer support for users, assisting with troubleshooting, system maintenance, and application enhancement requests.
• Information Assurance (IA) and Knowledge Management: Ensure compliance with security standards and support knowledge management by maintaining detailed documentation of development processes, code, and systems.
• Training and Audit Support: Provide training for end users and system administrators, ensuring that necessary skills are transferred for system operation and maintenance. Support software audits to ensure quality and compliance.
• Data Conversion and Migration: Manage the process of converting and migrating data across different systems and platforms, ensuring accuracy and security.

Specialized Knowledge

• Strong proficiency in COBOL programming language, particularly in the context of Unisys Mainframe ECL environments.
• Experience with AGILE methodology and Capability Maturity Model (CMM), ensuring software development and systems engineering practices meet industry standards.
• Expertise in Quality Level Protocol (QLP) and applying it to software development processes to ensure high-quality deliverables.
• Extensive experience with system analysis, design, integration, and testing in complex environments.
• Ability to work with both technical and business stakeholders to understand and solve system and application challenges.
• Demonstrated experience in system development lifecycle support, including software configuration management, testing, deployment, and user support.
• Familiarity with functional and business process improvement in a systems engineering context.
• Strong problem-solving and analytical skills, particularly in large-scale software development projects.
• Ability to thrive in a remote work environment with strong self-motivation and communication skills.

Education
Bachelor’s Degree in computer science, management information systems, or related field.

Clearance
Must either have a completed and active background investigation at the Tier 1 low-risk level (formerly NACI) with a favorable adjudication or be able to pass a background investigation at the Tier 1 moderate-risk level.
Experience
8+ years of experience in software engineering, with a focus on COBOL development and mainframe systems

Skills and Abilities

• Experience in departmental accounting systems or similar government financial applications.
• Knowledge of DFAS systems and operations.
• Experience with data migration and conversion in large, complex systems.
• The ability to work in a remote environment with minimal supervision, ensuring that deadlines and quality standards are consistently met.

Excellent oral, written, and communication in English. Must be able to work in a team environment with members that include personnel from other companies, Government program management and administrative personnel, and technical staff members.
Working conditions, including location
Full-time Remote. Core hours are 9:30 AM to 3:30 PM Eastern Time.
Salary Range
$105,000 - 120,000 Annually
