Location
The candidate must be based in Barbados and have current work authorization to work in Barbados.
What will you do?
Bixal Solutions uses innovative methods to improve performance monitoring, evaluations, and capacity building, ensuring learning and adaptation throughout the USAID/ESC program cycle. MELSA strengthens USAID/ESC’s ability to manage and assess development programs, providing actionable data for decision-making, refining strategic planning, and fostering adaptive learning. Through capacity building and knowledge management, MELSA supports evidence-based decisions and upholds high monitoring and evaluation standards.
The Senior Finance and Administration Manager will support the Chief of Party to provide excellence in financial and operational issues for Bixal. They will advise on banking, accounting, legal matters, importation of materials, and human resources. They are ideally familiar with the USAID Program Cycle and the portfolio of investment in the Eastern and Southern Caribbean Region. The ideal candidate is a finance and administrative professional from the Eastern and Southern Caribbean who is solution oriented, resourceful, engaged, and able to work closely with and advise USAID. They want to help improve how development is delivered and are passionate about efficiency.
Responsibilities:
- Monthly cash management, accounting for all costs according to USAID regulations, cash flow projections and budgets
- Liaise with the bank and suppliers to improve efficiency of operations
- Administer payroll procedures for project staff and monitor employee time keeping
- Compile and track data for financial reporting, including VAT reporting
- Maintain financial files and support audits
- Perform other financial and operational duties as assigned
Qualifications:
- Bachelor’s degree in relevant field
- 10+ years of experience managing the finances of international development programs.
- Experience working with QuickBooks
- Experience working on USAID-funded projects.
- Experience working in the Eastern and Southern Caribbean region (including Antigua and Barbuda, Dominica, Grenada, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Barbados, Trinidad and Tobago, Guyana, Suriname).
- Recognized expert in accounting and management.
- Demonstrated knowledge of Barbadian tax and accounting laws and regulations
- Able to advise teams on financial systems and use online systems to account for costs
- Loves to learn and willing to experiment with new technology and new ways of working
- Ability to work in a fast-paced business environment
- Fluency in English
- Current work authorization in Barbados
