cBEYONData is seeking a Senior DoD Budget Analyst to support our federal customer's multi-domain technology platform which offers military and business decision makers, analysts, and users at all levels unprecedented access to authoritative enterprise data and structured analytics in a scalable, reliable, and secure environment. 

Responsibilities:

  • Provide expert guidance and support in the development and management of DoD budgets, ensuring compliance with PPBE processes.
  • Analyze budgetary data and financial information to develop strategic recommendations for resource allocation.
  • Lead and participate in the preparation and submission of the Program Objective Memorandum (POM).
  • Utilize the Next Generation Resource Management System (NGRMS) for budget planning, tracking, and reporting.
  • Collaborate with various stakeholders, including senior leadership, program managers, and financial analysts, to develop and refine budgetary strategies and plans.
  • Conduct thorough reviews and assessments of budget proposals, identifying potential risks and opportunities for optimization.
  • Prepare detailed reports, presentations, and documentation to communicate budgetary insights and recommendations to senior management and other stakeholders.
  • Stay current with federal budgeting policies, regulations, and best practices, ensuring all budgetary processes are aligned with the latest guidelines.
  • Mentor and train junior staff on PPBE processes, POM preparation, and the use of NGRMS.

Requirements:

  • Active Secret clearance is required for this role.
  • Bachelor’s degree in Finance, Accounting, Business Administration, Public Administration, or a related field. Advanced degree preferred.
  • Minimum of 5 years of experience in federal government budgeting, with a strong focus on the Department of Defense.
  • In-depth knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Proven experience with Program Objective Memorandum (POM) development and submission.
  • Hands-on experience with the Next Generation Resource Management System (NGRMS).
  • Strong analytical and problem-solving skills, with the ability to interpret complex financial data and develop actionable recommendations.
  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with diverse stakeholders.
  • Detail-oriented with a high degree of accuracy in financial analysis and reporting.
  • Ability to work independently and manage multiple priorities in a fast-paced environment.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and other relevant financial software.
  • Flexibility to work 2-3 days per week onsite (Pentagon & McLean, VA), with the remaining days available for remote work.
