Job Description
Overview:
The Senior Development Manager is primarily responsible for directing community development operations through oversight of project teams consisting of internal and external resources, including managing the planning, design, permitting, construction and turnover of community improvements along with receiving approvals from regulating authorities and preparing/managing budgets and cost controls. This position will have a lead role in evaluating ongoing production and planning operations, operations team performance, servicing efficiency, cost control reporting, and delivery of product to serve sales objectives. These responsibilities are carried out both through completion of specific tasks, as well as directing and coaching operations support staff.
Key Deliverables:
Production & Operations Management

Establish and implement project objectives and policies consistent with corporate guidelines

Creates effective mechanisms and manages relationships with internal and external parties involved with community development (staff, regulatory, advocacy groups, other developers in joint ventures, production, etc.)

Manage planning and engineering workloads to ensure that the business unit goals, objectives, and results are achieved with respect to community development applications, permits, and servicing

Foster an environment for continuous improvement in development processes and teamwork with internal and external personnel

Responsible for interviewing consultants and contractors and making hiring recommendations to the Director of Development.

Responsible for leading and managing project consultants while also building positive rapport and working relationships with the consultants.

Provide guidance to Project Coordinators.

Work with the Finance and Accounting team to establish and manage project budgets and cash flows, based on the design and development project schedules.

Assist in the coordination of the sale and development of land with our builder partners. Assist in the coordination and preparation of project entitlement documents and permits.

Responsible for production workflow and management of staff, consultants and contractors, to achieve production targets

Responsible to ensure cost controls are governed and reported by resources and analysis is performed where variances are encountered

Develop and review annual production strategies

Negotiate and administer contract obligations

Represent and advocate company interests to support business planning objectives
Planning
-
Prepare preliminary site plans and various design and cost analyses to determine the feasibility of developing land.

Create a rapport with agency staff to define and improve review and approval efficiencies. Develop and implement strategies for expedited processes.

Work with agency staff and legal counsel to prepare agency participation agreements, facility agreements, and other development-related agreements.

Prepare and assist with presentations to various agencies to facilitate approvals of zoning, plats and plans.

Develop and facilitate a planning process associated with reviewing and approving development options.

Review project business plans and assumptions with a focus on maximizing the investment that meets or exceeds the annual business plan.

Develop and manage project schedules to define key milestone design and construction dates to ensure the team meets or exceeds revenue delivery dates.
Design
-
Develop and maintain relationships with a broad range of consultants and negotiate contracts for services including scopes of work, design standards, cost, schedule and quality.

Manage and coordinate the preparation of civil improvement plans, landscape plans, architectural plans and other design drawings and documents to ensure the design intent and vision for various projects is complete, efficient and comprehensive.

Assist in the preparation and implementation of design guidelines.

Assist the project Design Review Committee (DRC) with reviewing and approving builder design submittals.
Construction
-
Ensure construction activities comply with local, state, and federal rules and regulations. Manage all required permits.

Work with the Construction Manager and Project Coordinator to develop clear bid scopes of work and specifications.
-
Work with the Construction Manager to evaluate field changes and contract change orders to improve design development.
-
Support the Construction Manager in all aspects of development.

Ensure the project sites are safe, clean, and have all necessary documentation for Health, Safety, Security, and Environmental items.
Completion
-
Facilitate the preparation of as-built plans and assist the Construction Manager with final acceptance of development projects.

Facilitate turnover of finished lots to builders and finished infrastructure improvements to municipalities.

Provide guidance to the Project Coordinator in the preparation, coordination, and completion of all required turnover documents (as-built drawings, owner’s manuals, warranties).

Coordinate with the HOA for turnover and conveyance of all community landscape and hardscape improvements.

Perform all required agency and contractor final site inspections.
Reporting
-
Prepare and manage detailed project budgets, cash flow and schedules for all projects including planning/design, subdivision improvements, infrastructure roadway improvements, park improvements, and amenities.

Monitor and administer cost controls and forecasts

Coordinate annual Business Plan and job cost budget preparation

Coordinate account variance adjustments with Accounting
-
Prepare a monthly project update for the Senior Leadership Team.
What You Bring:
-
4-year degree in civil engineering, landscape architecture, or construction management is required.
-
10+ years minimum of experience in all aspects of horizontal design and construction, including, but not limited to extensive technical expertise in design (engineering, landscape, planning), value engineering, plan review, cost estimating, scheduling, budget/cash flow, permitting and process management

Demonstrated strategic thinking, strong business acumen, and proven analytical skills

Excellent influencing, negotiation, interpersonal and communication skills, ensuring the highest quality deliverables

An entrepreneurial spirit with a natural curiosity and drive for new challenges

Working knowledge of financial proformas and land development’s role in effecting proforma results.

Strong working knowledge of the local design and construction industry and a broad understanding of real estate development are required

Ability to communicate effectively with a team of skilled and technically trained consultants and contractors

Ability to communicate effectively with a wide range of governmental and quasi- governmental agencies

Ability to effectively work in a team environment

Ability to lead, manage and mentor other team members

Travel is required to and from the corporate office and various projects and agencies.

Ability to frequently inspect the project and may be exposed to ongoing construction and various weather conditions
