Position Description:
Performs analysis on large data sets for system development projects using large data tools -- Microsoft Excel, Microsoft Access, and Atlassian JIRA. Analyzes data and ensures systems are functioning according to detailed business requirements using Project and Portfolio Management (PPM) methodologies. Designs core product mechanics, builds benefit administration systems, and maintains regulatory environment. Recommends designs for new systems based on requirements gathered during the requirements analysis phase. Interviews sponsors and business partners to understand project objectives, use cases, and requirements. Analyzes business, and other data processing problems to implement and improve computer systems. Addresses operational issues and process improvement needs to accomplish business and client objectives. Analyzes user requirements, procedures, and problems to automate or improve existing systems and reviews computer system capabilities, workflow, and scheduling limitations.

Establishes project plans for projects of moderate scope.

Supports complex assignments and multi-phase projects.

Creates data process flows, plan level provisions, and recordkeeping processes.

Researches and recommends commercially available software.

Documents objectives, use cases, requirements, and specifications.

Diagrams business processes and system workflows.

Documents specifications describing solutions to meet requirements.

Documents requirements and creates specifications.

Participates in the implementation of change management processes.

Examines business systems, client needs, and processes to document requirements.

Performs independent and complex technical and functional analysis for multiple projects.

Consults with management to ensure agreement on system principles.

Makes design recommendations for medium-sized projects.
Education and Experience:
Bachelor’s degree (or foreign education equivalent) in Computer Science, Computer Information Systems, Engineering, Information Technology, Information Systems, Mathematics, Physics, or a closely related field and three (3) years of experience as a Senior Business Analyst (or closely related occupation) analyzing data and ensuring system functionalities according to established business requirements, using Project and Portfolio Management (PPM) methodologies in a financial services environment.
Or, alternatively, Master’s degree (or foreign education equivalent) in Computer Science, Computer Information Systems, Engineering, Information Technology, Information Systems, Mathematics, Physics, or a closely related field and one (1) year of experience as a Senior Business Analyst (or closely related occupation) analyzing data and ensuring system functionalities according to established business requirements, using Project and Portfolio Management (PPM) methodologies in a financial services environment.
Skills and Knowledge:
Candidate must also possess:

Demonstrated Expertise (“DE”) creating user stories and requirements to drive the design implementation of outbound data and to meet external interface requirements, in a financial services environment; and creating visual representations and reports of the data and workflows using Visio.

DE designing and executing test plans to document and validate end-to-end data and user models as per documented requirements; validating output file formats (.txt, .csv, .and xml) using JIRA; performing data analytics querying in databases -- XTRAC, OpenPages, Salesforce, or Invest One -- using SQL; and coordinating projects focused on data automation and process improvements, using Agile tools and methodologies.

DE troubleshooting production incidents using system logs, self-directed analysis, and user or third-party feedback; and providing long-term fixes to identify issues by identifying impacted populations, designing intermediate resolutions, and creating documentation.

DE building and developing data analytics tools (to perform data analysis and validations, and to report out anomalies and inaccuracies) using Alteryx, Tableau, or Microsoft Power BI; and developing data analytics tools to analyze and validate enrollment data file formats, including Electronic Data Interchange (EDI), Extensible Markup Language (XML), and JavaScript Object Notation (JSON).
