Radiance Technologies is seeking a Senior Business Analyst to support the U.S. Army Program Executive Office Intelligence, Electronic Warfare, & Sensors (PEO IEW&S) Tactical Space Superiority (TSS) Product Office in Huntsville, AL. The successful candidate will apply expertise and working knowledge of DoD financial execution processes and reporting to the budget planning, execution, and reconciliation of all allocated current and future appropriations. They will analyze historical funding execution data to develop budgets and spend plans that will execute funds in a timely manner, and in accordance with the program's acquisition strategies and OSD goals. The candidate will generate funding documentation and reports using internal office databases and potentially external systems such the General Fund Enterprise Business Systems (GFEBS). Additionally, they will perform all budget phases (i.e. formulation, justification, presentation, and execution) and support Mid-Year Review, Budget Execution Review, Year-end Closeout and related budget reports. The Senior Business Analyst will support development of the Program Objective Memorandum (POM) and Strategic Portfolio Analysis Review (SPAR).
Duties and Responsibilities
Responsible for the following tasks:
- Ability to analyze, interpret, and implement financial and budget regulations, policies, procedures from higher headquarters such as DoD, DA, ASA (ALT).
- Analyze program data (financial, schedule, technical) to identify trends, patterns, and potential issues, and generate reports to communicate project status and performance.
- Track budget progress against plans, identify variances, and recommend corrective actions.
- Identify and assess budget risks, develop mitigation strategies, and monitor risk events.
- Communicate budget status, risks, and issues to stakeholders, including project managers, team members, and higher headquarters.
- Assist in resource allocation and budget management, ensuring projects are completed within budget and on time.
- Collaborate with cross-functional teams to gather budgetary data, track milestones, and ensure alignment with program goals.
- Ability to identify, analyze, and resolve a range of budgetary problems and conceptualize budgetary problems such as developing alternative methods of funding.
Required Skills
- Bachelor's degree from an accredited University.
- Proficient MS Office Applications including advanced knowledge of Excel and PowerPoint.
- A knowledge & understanding of automated financial systems and budgetary report generation.
- Multitasking in a face paced environment.
- Self-starter with the ability to independently prioritize and work multiple tasks.
- U.S. citizenship with the ability to maintain an active Top-Secret clearance with SCI eligibility.
Required Experience
- Minimum 7 years’ experience in executing financial activities supporting DoD Acquisition programs/projects.
- Experience preparing Spend Plans.
- Experience with Reprogramming Process.
- Experience in funds execution, planning, and programming of Army appropriations.
- Experience developing and defending POM requirements for Army appropriations.
- Possess working knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process.
- Knowledgeable of Army business processes regarding multiple types of appropriations to include Operations and Maintenance, Army (OMA), Other Procurement, Army (OPA) and Research, Development, Test & Evaluation (RDT&E)
Desired Qualifications
- Acquisition Office Experience with DoD 5000 series and/or the Adaptive Acquisition Framework.
- Strong proficiency with GFEBS and other financial management databases.
