The Leidos National Security Sector is seeking an experienced Senior Application Development, Technical Lead in a key role to oversee multiple interconnected development teams of web developers, application developers, engineers, designers, system administrators, and task leads for an Intelligence Community customer. This is a pivotal role in steering the direction of application development efforts across the Defense Intelligence Enterprise to ensure seamless interaction between diverse systems, while maintaining continuous development and operations of the customer’s customer-facing intelligence discovery website and application suite. The ideal candidate is technically proficient across both front-end and back-end development and is keen on fostering collaboration between teams to achieve integrated and innovative solutions. In this key personnel role, the position demands leadership and a hands-on approach to information security, software development, tiered IT support, automation, and maintaining government authority to operate (ATO) for integrated platforms that are critical to the Office of the Secretary of Defense and the warfighter. What you’ll be doing:
- Lead and manage cross-functional development and operations teams to design, develop, and deploy full stack software solutions in line with organizational objectives.
- Collaborate with government leads and stakeholders, as well as other contract technical leads, to define project requirements, goals, and timelines.
- Develop and maintain comprehensive technical strategies for full stack development, ensuring robustness, scalability, security, and integration of applications.
- Direct all facets of application development, ensuring compliance with project specifications, timelines, and deadlines.
- Maintain daily communication with government leads to understand requirements, mission priorities, performance measures, program goals, and support needs.
- Present overview briefings and updates to government leads, partners, and customers, effectively communicating program progress, including the status of testing, deployment, and release readiness.
- Facilitate performance improvement meetings with internal and external stakeholders to uncover opportunities for technological advancements, and process optimization.
- Remain abreast of the latest trends and technologies in full stack development to drive innovation and efficiency within the organization.
- Support contract-wide requirements management prioritizing availability, reliability, scalability, and security.
- Ensure planned outages occur during non-peak hours unless otherwise defined by the government.
- Oversee the implementation and maintenance of security measures in line with government regulations, including data protection and cybersecurity frameworks.
- Ensure system compatibility with all Agency dissemination applications.
- Monitor project progress, address any technical challenges, adjust priorities as needed to meet milestones, and provide regular updates to government and contract program managers.
- Manage all authority to operate (ATO) documentation and processes in accordance with Agency policies and guidance.
- Oversee the effective use of Tier 1, 2 and 3 help desk support on a schedule that meets the demands of an enterprise-wide user base.
What does Leidos need from me?
- Must have an active Top Secret security clearance with the ability to obtain and maintain a TS/SCI with Polygraph.
- BS in Engineering, Computer Science, Systems Engineering, or related field or equivalent experience with 14 plus years in software development, technology management, system engineering or related field. 12 plus years of experience with master’s degree.
- Experience managing multiple cross-functional development and operations teams to design, develop, and deploy full stack software solutions in line with organizational objectives.
- Experience with front-end technologies/frameworks (e.g., Angular, React), to include HTML, CSS, and JavaScript Object Notation.
- Experience with backend development using Node.js, or equivalent technologies.
- Experience with database design and development (e.g., SQL, NoSQL), and familiarity with search technologies (e.g., Elasticsearch, Solr).
- Experience overseeing web site development and operations and presenting overview briefings and updates to government leads, partners, and customers; reporting on progress at performance improvement meetings; and identifying opportunities for increase effectiveness, efficiency, scale, and impact.
- Experience in the identification and mitigation of any issues or trends that pose a risk to project priorities.
Favorable if you have:
- Experience leading O&M on critical classified systems.
- Knowledge and experience with the enterprise architecture of classified systems.
- Experience managing a software development team through a government ATO process.
- Experience managing software development and operations for large, integrated IT systems with zero mission disruption requirements.
- Experience managing an unclassified code base for deployment in a secure environment.

Pay Range:Pay Range $144,300.00 - $260,850.00
