The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The NYISO’s Operations department invites applications for a full-time Scheduling Analyst.

The Scheduling Analyst will enhance ISO Energy and TCC marketplaces by development and implementation of transmission and generation outage scheduling best practices and by providing oversight, detailed review and coordination by ensuring timely OASIS posting of outages.

ESSENTIAL DUTIES and RESPONSIBILITIES  

  • Confirm day-ahead transactions with the external control areas.
  • Monitor Transmission Outage scheduling database and coordinate facility outages with Transmission Owners and neighboring control areas.  
  • Investigate and coordinate transmission outages to ensure system reliability is maintained, as well as considering the impact of outage related to Locational-Based Marginal Pricing (LBMP) congestion and the forward Transmission Congestion Contract (TCC) Market.
  • Ensure ISO short-term reliability criteria are maintained by coordinating generating resource outage requests in accordance with ISO Outage Scheduling Manual directives.  
  • Develop capacity resource plan on Day-ahead, Week-ahead and yearly time frames to ensure sufficient capacity resources are available to meet forecast load objectives by coordinating generator unit outage requests.
  • Comply with NERC Transaction Information System and Tagging Procedure, as well as perform NERC TAG audits.
  • Notify appropriate parties of the need for supplemental energy purchases to meet system requirements.
  • Assist with preparing information on generator maintenance and transmission outages for FERC and PSC required fillings. 
  • Assist with preparing evidence required to meet audit and NERC Reliability Standards.
  • Distribute real-time informational notices.
  • Transmit information and reporting issues to more senior department analysts and engineers. 
  • Assist with unit acceptance testing of software enhancements to verify functionality of software design and interaction with other applications.

Qualifications:

  • Associate’s degree (AS/AAS) in Engineering, Computer Science or other related technical field preferred.
  • Three to five years of experience in power system operation, power system dispatching, forecasting, interchange scheduling required.
  • Excellent interpersonal and customer relation skills are required to interface with all levels of the NYISO organization and customers or an equivalent combination of education, experience and training.


ADDITIONAL REQUIREMENTS 

  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations.  Ability to write technical reports, business correspondence and procedure manuals.  
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.  
  • Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs.  
  • Experience with diverse software programs used to schedule transactions and maintain data.  Proficiency in energy management and LBMP software preferred.


PHYSICAL DEMANDS 
While performing the duties of this job, the employee is regularly required to talk or hear.  The employee frequently is required to stand, walk, sit and use hands to perform routine office tasks.  The employee is occasionally required to reach with hands and arms.  The employee must occasionally lift and/or move up to 15 pounds. WORK ENVIRONMENT 
The noise level in the work environment is usually moderate.  Contact with staff and public will occur.  Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.
