The Opportunity:
We are seeking a dynamic and experienced Staffing Resource Manager to join our PMO team and play a pivotal role supporting all staffing related functions. In this position, you will be responsible for managing and coordinating staffing needs across multiple departments, ensuring that the right talent is in place to meet organizational goals. Resource Manager works with the corporate recruiter, PMO staff and Program Leads/Managers, subcontract partners, and other corporate groups. Responsible for all staffing, onboarding, and transitioning of personnel for a large contract. The ideal candidate will have a strong background in recruitment and/or resource management, and a deep understanding of workforce optimization strategies. Responsibilities:

  • Provides all employee onboarding and offboarding at the Program level
  • Serves as the Day One Coordinator for new hires
  • Works with Subcontract Partner POCs on Sub Partner candidate submissions process through onboarding
  • Responsible for Staffing weekly and monthly metrics for the Program: number of staffed employees, number of vacant positions, number of candidates in process and the status of that process
  • Manage database and SharePoint content and user accounts • Collaborate with security, finance and contracts
  • Provides input to PMRs regarding staffing and staffing metrics
  • Provides weekly staffing reports
  • Works with Task Order (TO) Lead/Managers to identify vacancies and to request new Job Requisitions (JRs)
  • Review all JRs for compliance and works to post JRs with Recruiting
  • Regularly collaborate with other areas of the program (Security, Contracts, etc.) to accomplish goals
  • Prescreens candidates and helps set up interviews with TO Leads/Managers
  • Completes Labor Category Verification (LCV) template to ensure that candidates are in line with Government LCV requirements
  • Assists with ensuring that all employees on contract that have required certifications are in line with Program SOW and are kept current
  • Works with Corporate and Site Security to ensure that candidates have access to accounts needed when starting on program
  • Manage Employee Engagement program to help with tracking awards and customer kudos
  • Perform time sensitive ad hoc items as needed (data requests, reporting/briefing support, etc.)

Qualifications:
Required: 

  • BA/BS degree and 5-7 years of experience. In lieu of degree, add 2 additional years of experience if AA/AS, or 4 additional years of experience with HS diploma
  • Previous experience as a Information Technology (IT) Recruiter, IT Program Resource/Staffing Manager, or Human Resources Management
  • Experience with the onboarding process ensuring new hires are smoothly integrated into the organization
  • Extensive experience using Microsoft Suite of tools to include Word, Excel (at least independent level), and Power Point
  • Experience writing JRs and reviewing/editing
  • Familiarity with IT skill sets and how they translate into position requirements
  • Ability to work independently requiring little direction
  • Skilled at building relationships with potential hires, external partners, and internal teams
  • Excellent written and verbal communication skills
  • Highly organized with ability to juggle many tasks at once
  • Intrinsically motivated and a self-starter
  • Ability to adapt to changing business needs, shifting priorities, and sudden staffing demands
  • Comfortable working in a fast-paced environment with high volumes of candidates or urgent staffing needs

  • Experience with HR/Recruiting Tools such as Workday or Taleo

The proposed salary range for this position is:

$62,200-$130,600
