The Public Sector Proposal Manager will lead, manage, and coordinate the full lifecycle of proposal development for U.S. Federal and SLED Government contracts, with a focus on OT cybersecurity solutions.

Responsibilities

As a Public Sector Proposal Manager - OT Cybersecurity, Your impact will be:

  • Lead and manage the end-to-end proposal process for Federal and SLED cybersecurity opportunities, including RFPs, RFIs, RFQs, and Sources Sought, from pre-solicitation through submission and post-submission activities
  • Develop and implement proposal strategies, win themes, and value propositions tailored to federal clients and cybersecurity requirements
  • Coordinate and facilitate proposal kick-off meetings, color team reviews (Pink, Red, Gold), and solution sessions with capture managers, technical leads, and executive stakeholders
  • Analyze solicitation requirements, decompose technical and management requirements, and ensure compliance with all federal regulations and evaluation criteria (e.g., FAR, DFAR)
  • Assign and manage proposal deliverables, schedules, and resources, including technical writers, graphic designers, and subject matter experts
  • Draft, edit, and review proposal content, ensuring clarity, accuracy, and consistency across all volumes (technical, management, past performance, pricing, etc.).
  • Maintain and update proposal content libraries, boilerplate materials, and past performance databases.
  • Mentor and guide junior proposal staff and support staff in best practices, compliance, and process adherence.
  • Support capture planning and strategy development, contributing to bid/no-bid decisions and teaming arrangements.
  • Ensure timely and compliant submission of all proposal documents, coordinating with contracts, pricing, and legal teams as needed.



Requirements

What do you need to succeed in this role?

  • Bachelor’s degree in Business, Communications, Engineering, Computer Science, or experience in a related field.
  • 5+ years of experience managing federal/SLED government proposals, with at least 3 years focused on cybersecurity or IT/OT product/service offerings.
  • Demonstrated experience leading proposals for multi-million-dollar federal opportunities, including IDIQs, task orders, and complex technical solutions.
  • In-depth knowledge of federal procurement regulations (FAR/DFAR) and proposal compliance standards.
  • Proven ability to develop and apply proposal management artifacts (schedules, outlines, compliance matrices, storyboards, etc.).
  • Strong technical writing, editing, and communication skills, with the ability to translate complex cybersecurity concepts for diverse audiences.
  • Advanced proficiency in MS Office Suite (Word, Excel, PowerPoint, Visio); experience with Adobe InDesign and Illustrator preferred.
  • Strong organizational, time management, and project management skills; able to manage multiple proposals under tight deadlines.
  • Experience collaborating with sales, technical, and executive teams in a matrixed environment.
  • Due to nature of the role, U.S. Citizenship is required.
  • Eligibility to obtain a security clearance if required.

Preferred Qualifications

  • APMP and/or PMP certification.
  • Experience with Managed Security Services Provider (MSSP) contracting in federal markets.
  • Familiarity with federal cybersecurity frameworks (e.g., NIST, FISMA, FedRAMP).
  • Experience supporting product companies or technology vendors in federal contracting environments.
  • Familiarity with the Shipley Proposal Response method a plus.

Expected compensation for the role is between $130,000-$140,000. This is a good faith estimate but does not include equity, bonus, or other forms of payment. Pay will be by experience level, but those outside the salary band are welcome to apply.
