Job Summary:
The Protective Strategy Coordinator is responsible for implementing and managing the site's Defensive/Protective Strategy, ensuring regulatory compliance, operational readiness, and effective security measures. Serving as the primary liaison between Security Management and the NRC (United States Nuclear Regulatory Commission), the coordinator oversees adversary team operations, drill execution, and industry benchmarking to enhance site security and maintain compliance with 10 CFR regulations. This role also leads NRC inspections, force-on-force exercises, and security efficiency projects while coordinating training and strategy development for Security, Emergency Planning, Operations, and Law Enforcement personnel. 

Primary Job Responsibilities:                                                                                                       

1. Implement and Oversee the SSES Defensive/Protective Strategy:

  • Serve as Inspection Lead for 71130.03, 71130.05, and NOS Audits:

  • Train all participants, including Security, Emergency Planning (EP), Operations (Ops), and Local Law Enforcement Agencies (LLEA), to ensure inspection and tabletop readiness.

  • Oversee tabletop exercises, provide strategy briefings, and serve as the lead insider for NRC.

  • Serve as Composite Adversary Force (CAF) Lead and Focused Area Self-Assessment (FASA) / Check-in Self-Assessment (CISA) owner, ensuring compliance with industry standards.

  • Lead of Force-on-Force project plan for inspections. 

  • Act as the primary liaison between Security Management and NRC.

2.    Design, develop, and implement efficiency and regulatory margin projects for the site’s Defensive/Protective Strategy including: 

  • Design gun ports, responder/adversary timelines, defensive positions, barriers, placement of IDS/EWS.  

  • Establish response protocols, fallback positions, and defensive zones to strengthen security posture.

  • Write 10 CFR 50.54(p) and/or License Amendment Requests.

  • Conduct all necessary simulations, drills, etc. for project validation.

  • Act as ARES AVERT Lead, which includes running simulations for outage upgrades, material obstructions, and defense-in-depth assessments.

3. Ensure security regulatory compliance for the site.

4. Serve as Lead Adversary Controller:

  • Oversee the MAF Team.

  • Develop and implement initial and continuing training. 

  • Design and write drill narratives and matrices.

  • Conduct rehearsal exercises with MAF prior to each annual drill. 

  • Determine all simulations and impacts of blasts and ballistics.

  • Establish all control measures.

  • Conduct limited-scope drills for adversary team members and site security officers.

5.    Represent the Company in the Nuclear Energy Institute (NEI) Working Groups and as a Task Force Member.

6.    Lead industry benchmarking initiatives by serving as the primary point of contact, facilitating knowledge-sharing, and integrating industry-leading security strategies into site security programs to enhance effectiveness and compliance.

7.    Other duties as assigned.

Secondary Job Responsibilities:

  • Continuously develop, refine, and update lesson plans, exam questions, and training materials, etc. through ongoing evaluations and effectiveness reviews, ensuring alignment with the Systematic Approach to Training methodology.

  • Deliver comprehensive training courses and provide hands-on supervision of students in classroom settings, on the firing range, and during field exercises.

  • Prepare and maintain complete and accurate records of training in accordance with station and NRC requirements.

  • Maintain active Firearms Instructor and Armorer certifications to oversee safe and effective range training while ensuring all weapons remain in optimal operational condition.

  • Serve in an on-call capacity as part of the Nuclear Emergency Response Organization, responding as needed to security-related incidents and emergencies.

Technical and Business-Related Knowledge or Skills Required:

  • Maintain required certifications, including Company and United States Nuclear Regulatory Commission (USNRC) job-specific skill task certifications.

  • Comprehensive knowledge of physical security requirements (10 CFR 73.55), Fitness-for-Duty requirements (10 CFR 26), and safeguards requirements (10 CFR 73.71).

  • Proficiency in PC skills, including word processing and database applications.

  • Basic knowledge of radiation protection requirements.

Basic Qualifications:

  • Bachelor’s degree in any field, with a minimum of 2 years of supervisory experience.

  • High school diploma or equivalent, with a minimum of 6 years of nuclear security experience or 6 years of supervisory experience if nuclear security experience is not available.

  • Minimum of 3 years of experience in Nuclear Security Training and Programs.

  • Minimum of 3 years as a Security Shift Supervisor or equivalent leadership role.

  • Minimum of 2 years of experience as Lead Adversary or Lead Drill Controller for Force-on-Force (FoF) exercises and preparations.

  • Minimum of 2 years of direct interaction with the NRC, NEI, and NOS staff, serving as a team member, lead, or industry counterpart.

  • Comprehensive knowledge and demonstrated compliance with US NRC 10 CFR regulations and the application of NEI guidance for regulatory implementation.

  • Current or previous certification as an Alarm Station Operator, with the ability to recertify if required.

Preferred Qualifications:

  • Bachelor’s degree in Criminal Justice, Law Enforcement, or a related field, with at least 2 years of nuclear security experience.

  • Strong ability to independently manage assigned duties and meet deadlines with minimal supervision.

  • Proven capability to handle multiple tasks simultaneously, requiring a multi-disciplinary approach.

  • In-depth knowledge of current trends and nuclear industry activities related to physical security program implementation.

  • Hands-on experience developing and implementing Nuclear Security programs.
