Job Description

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Supports project manager and/or proposal manager on opportunity, start-up activities, assignment, draft development; remove barriers, work with individual writers as needed, monitor, and escalate issues, gaps, and red flags
  • Leads projects in capacity as project manager based on business needs including project manager duties, documentation and tracking of all proposal milestones and deliverables, scheduling and leading project-related meetings, production, and bid submission
  • Identifies proposal requirements requiring solutioning and resolution prior to proposal submission and coordinates with internal stakeholders
  • Accountable for creation, implementation, and maintenance of proposal-specific RTM (requirements traceability matrix)
  • Actively participates in initial strategic planning/solutioning on each RFP opportunity
  • Develops highly complex, responsive proposal responses that are accurate and reflective of the customer’s specific goals and objectives for the most complex subject areas
  • Identifies and interviews internal subject matter experts to obtain accurate information for inclusion in proposals based upon requirements and MedImpact’s solution
  • Independently researches, writes, edits, and coordinates customized proposal responses (with collaboration and input from key stakeholders) to ensure compliance with RFP, scope of work, and other requirements to ensure alignment with objective criteria tied to point scoring system
  • Utilizes proposal knowledgebase and/or prior proposal responses to assist in response development
  • Leads peer review process for proposals during color team reviews
  • Performs routine quality assurance checks across the proposal development lifecycle 
  • Works with proposal manager to produce final materials and electronic media, and ensure compliance with all associated RFP specifications
  • Supports recovery writing when a writer has been removed from an opportunity
  • Provides superior communication skills with the ability to coach, mentor, and be diplomatic
  • Drives for newer, better, and more efficient ways of completing each proposal while seeking opportunities to add value
  • Nominates relevant new content created during the RFP process to the FFS internal database team
  • Contributes to the development and maintenance of departmental resources such as knowledge bases, process documentation, proposal management tools, and user repositories
  • Applies APMP/Shipley proposal development processes/phases
  • Owns, completes, and presents internal projects to further enhance the proposal process and deliverables
  • Partners with leadership to provide functional training to new employees and in professional development for existing employees

Client Responsibilities

This is an internal and external client- facing position that requires excellent customer service skills and interpersonal communication skills (listening/verbal/written).  One must be able to; Manage difficult or emotional client situations; Respond promptly to client needs; Solicit client feedback to improve service; Respond to requests for service and assistance from clients; Meet commitments to clients.

Qualifications

Education and/or Experience                                               

Bachelor's degree from a four-year college or university, Master’s degree preferred, and a minimum of ten plus (10+) years of related experience in proposal writing, content writing, and/or proposal project management experience required, with eight plus (8+) years’ PBM experience, with a minimum of three plus (3+) years of experience in Medicaid fee for service (FFS) experience strongly preferred. Experience in a complex government proposal environment a plus.

Computer Skills 

Excellent command of Word (including use of styles, tables, TOC, sections, etc.), Excel, PowerPoint, and Outlook, as well as ability/aptitude to work with SharePoint and Web applications for collaboration and tracking activities. Experience with web-based commercially available BD databases (i.e., GovWin, Fed Biz OPS, Federal Procurement Data System, etc.). Experience working with a content database management system (Loopio, Qvidian, Ombud, RFPIO, etc.). Experience utilizing AI at various stages of the proposal process.

Certificates, Licenses, Registrations 

APMP or Shipley certification preferred

Ability to adhere to effective and efficient proposal processes is required, including logging/tracking inputs, communicating with team members [internal and external], and drafting/editing text. Ability to develop quality, compliant proposal responses to every RFP requirement, represent a coherent story, and integrate differentiators and win themes. Articulate writing and technical editing skills are important. Additional skills and abilities include:

Work Location 

This position works on-site at the San Diego Headquarters or other company location (or from a remote location with management approval based on business requirements). Must provide adequate support to internal clients; be available for regular interactions and coordination of work with other employees, colleagues, clients, or vendors; as well as be available to facilitate effective decisions through collaboration with stakeholders.  

Working Hours 

This is an exempt level position requiring one to work the hours needed to get the job done. Therefore, one must have the flexibility to work beyond traditional hours and be able to work nights, weekends, or holidays, as required. This may be changed from time to time to meet the needs of the business. Typical core business hours are from 8 a.m. to 5 p.m., Monday through Friday.
