Project Engineer

Main Purpose:Responsible for proper controlling of assigned projects from engineering works through to procurement, construction and commissioning. The functions of a project engineer includes the following;
- Proper coordination with all relevant stakeholders to identify project needs & requirements.
- Development of business cases, project plans, budget estimates and schedule.
- Managing project budget & timelines.
- Ensure compliance to safety policies.
- Implementation of assigned projects to applicable industry standards.Knowledge Skills and Abilities, Key Responsibilities:

KEY RESPONSIBILITIES:

• Implementation of assigned projects from project initiation phase through to procurement, construction & commissioning.
• Development of business cases, project plans, budget estimates and schedule.
• Coordination of FEED, HAZOP, Project MOC, Risk Assessment plan and other pre-requisite operational, maintenance & safety control checks.
• Design plans should be coordinated with relevant different disciplines of project engineers and necessary approvals taken from registered IEPNG design engineers for implementation.
• Proper communication with customers (operations and commercial teams) to identify the customers’ needs and requirements with set deadlines for new projects.
• Proper coordination with the procurement department for all purchase requisitions related to projects. Ensure that all procurement policies and due diligence checks are complied to before raising any purchase orders.
• Ensure to conduct bid clarification meeting with vendors to ensure products and services are in accordance to the project requirements.
• Keep actual versus planned cost tracker to ensure project is within the approved budget.

PUMA ENERGY GROUP

• Responsible for tracking & monitoring of contractors during the construction/ implementation phase of the project for the following;
• - Planned versus actual schedule for the project.
• - Actual work constructed against approved work method statement and job safety analysis.
• - Preparation of all JSA, lifting plans, safety matrix, risk assessment and/ or required safety checklist to safely implement the project & mitigate any potential hazards which may cause any incidents.
• - Preparation of daily Permits when on site – General work, Hazardous work, Work at Height, Hot works, Confined space entry and Lifting Works.
• - Engagement of in-house quality assurance personals or third-party specialist to review & approve on-going construction works to be in accordance to the standard practices.
• - Ensure that all construction works are in accordance to the Scope of works and complying to the acceptable standards.
• - Establish communication with the contractors for any technical issues and lag indicators arising from the project.
• - Coordination with all project stakeholders for project completion site surveys, commissioning & close-out.
• - Coordination with relevant stakeholders to develop SOP for commissioning. Facilitate commissioning of the project after project completion.
• - Coordinate with suppliers/ contractors for timely submissions of all project related invoices.
• - Adhere to Comply requirements and systems relating to SAPS, HSEC, Quality and other Company policies. Performs additional tasks as assigned by the supervisor.

• • To formally report to their Manager or supervisor any hazard, practice or condition that will affect safety or production or the community.
• • All forms are completed as outlined in the procedures
• • Any discrepancies of goods / services received are to be addressed through the Non-Conformance procedures
• • All products are to be verified at appropriate stages as outlined in procedures and a record maintained.

SOW

• • Embodiment of the Puma Way in our daily work.
• • 100% punctuality & availability at work except during planned leave days & unplanned leaves due to emergency or due to illness. All sick leaves or emergency leaves should be applied in workday the next working day with required information.
• • Completion of assigned customer focused projects for Terminal, Aviation, Business to Business and Retail projects on time, within budget, safely and in accordance to the oil & gas standards.
• • Develop Project scope of works, project budget estimates & schedules for the assigned projects.
• • Coordination of FEED & HAZOP with necessary approvals taken from registered IEPNG engineers as and when required, MOC, Risk Assessment plan and all other risk management plans for all assigned brownfield projects.
• • Coordination of FEED for approval from registered IEPNG engineers for all new greenfield projects and submission of approved plans to provincial governments for building permit and occupancy permit approvals.
• • Development of Scope of works for the newly assigned projects and coordinate with the procurement department team for bidding. The project engineer should recommend potential competitive bidders who have the technical & financial capacity for the project. A pre-bid meeting should be conducted to clarify all requirements of the scope of works. Project engineer should conduct technical bid evaluation to recommend the technically complying bidder.
• • Strict adherences to the Puma procurement policies by engaging the Procurement department to facilitate all tender activities and to conduct due diligence checks prior to submitting PO requests.
• • Conduct alignment meeting with contractors for the SOW and schedule. Monitor the planned versus the actual schedule and discuss all lag indicators to improve contractors’ performance.
• • Preparation of JSA, Risk assessment plan, lifting plans, etc. to mitigate any hazards identified in the construction phase. Project engineer should ensure the construction works are done safely with zero LTI. All unsafe practices and conditions should be reported for corrective measures to be implemented.
• • Preparation of daily Permits when on site – General work, Hazardous work, Work at Height, Hot works, Confined space entry and Lifting Works.
• • Coordination with the quality assurance department and third-party specialist to ensure that project works are carried out in accordance to approved standard practices.
• • Coordination with the inspection department to ensure welding works are done correctly in accordance to approved standards.
• • Proper coordination with all relevant stakeholders to schedule site surveys to certify that construction works are done in accordance to the approved standards.
• • Proper coordination with relevant stakeholders to develop SOP, facilitate commissioning of the new facility followed by handover of all relevant project documents.
• • Conduct MOC close-out, update all affected documents and hand-over to document controller to update in the common drives.
• • Coordination with vendors for timely submission of invoices.

KPI:

• • Zero LTI and zero reportable incidents in all the areas.
• • 100% compliance of Safety Matrix and completion of Sphera Cloud action items in the given time.
• • 100% Completion of HSE Workday training in allocated time.
• • Capex budget utilization of 70% by June and 90% by November.
• • Completion of all carry-over projects by End of March 2025.
• • Completion of assigned 2025 CAPEX projects before year end 2025.
• • Timely issuance of department monthly reports by 3rd of the month.
• • Implementation of all projects with zero reportable incidents. This should include compliance to the company’s safety policies, consistently complete all monthly safety matrix and reporting of any unsafe practices and conditions.
• • Completion of the allocated capital expenditure projects on time & within budget.
• • Completion of customer focused projects related to B2B & Retail PIN projects on time & within budget.
• • Timely submission of all operational & capex projects related invoices.
• • Proper documentation of all projects from Engineering phase through to implementation, commissioning & close-out. Project close-out reports and all necessary handover documents to be submitted less than 10 days.
• • Submission of weekly and monthly reports on time.
