AECOM is seeking a Project Controls Manager (PCM) with responsibility for lifecycle project controls management for a portfolio of medium to large Water infrastructure projects involving capital planning, project delivery, tracking and reporting on budgets, funding, schedule, risk, and cash flow. This is a full-time position with a preference to candidates to be on-site up to three days a week.
The Project Controls Manager will provide hands-on skills and leadership in setting up and maintenance of overall program information to meet the clients CAPEX objectives. This includes setting up performance metrics to meet program objectives, data management for monitoring/reporting of project and contract status, configuration and maintaining various Project Management Information Systems and other control systems. The PCM will be responsible for schedules, budgets, commitments and expenditures, monitoring and maintaining contractual obligations in relation to scope. The Project Controls Manager also assist with operational support and communication within the project team for efficiencies and meeting deliverable submittals.
The Project Controls Manager must have demonstrated experience and ability in the following functional areas:
Project Controls Initiation
Experience with set up of program control policies and governance of program controls processes utilizing best practices and support establishing a Program Work Plan during Program Initiation. Working with Program Managers and Initiation team in set up of project information systems, baselines and document control.
Reporting:
Proven capability for collecting, tracking and reporting on project and construction performance in a meaningful way for various levels of stakeholders. Experience with data management and the use of dashboards, or other web-based platforms and analytic software such as Power BI; experience with use of Excel reporting capabilities like Power Pivot reporting, Power Query is a plus. Proven communication skills across multiple platforms - orally, in writing and through data presentation using Microsoft Word and PowerPoint; Proven track record of producing accurate reports at a cadence and responding to ad hoc client reporting requests.
Data Management:
Experience with data governance, integration and management of large cross-functional data in programs. Experience using at least one leading PMIS software platform (ex: Oracle Unifier, PMWeb, Procore, in-Eight, e-builder or Proliance).
Schedule:
Requires expertise in setup of program master schedules, Work Breakdown Structure and RACI. Experienced in the process of baselining, critical path analysis, resource analysis, progress evaluation methodologies like Earned Value Management. Experienced with Oracle Primavera P6, MS Project and other scheduling tools for maintenance of accurate project/program schedules and Primavera P6 report preparation.
Experienced in construction scheduling. This includes development or review of baseline schedule submittals for compliance with the contract and ensuring that major planned outages, key milestones, and critical activities are all clearly identified. Has an expert level understanding of schedule logic and critical path analysis to ensure accurate identification of critical path elements. Experience in performing Time Impact Analysis and analysis of delay claims.
Cost:
Utilize established cost control and management information systems and program management quality systems to establish, monitor, and control cost performance; Identify schedule, technical, and regulatory variance that may impact program cost projections; Implement corrective actions and evaluate the success of the actions; Support tracking and reporting of program funding and compliance with various regulatory reporting requirements.
Document Management:
Experienced with setting of document control planning and management, establishing program filing index and control requirements in compliance with organizational risk
Substantial experience working within a team structure as owners-adviser in a consulting environment or experience on large construction projects or programs.
Require motivated attitude with willingness to take on issues and solve problems.
Proven ability to establish and maintain constructive relationships across the client’s organization in addition to working with team members from other companies.

Minimum Requirements
- Bachelor’s degree in computer science, engineering, construction, business or related field, + 10 years of related experience or demonstrated equivalency of experience and/or education, including 2 years leadership.
- Minimum of 7 years of experience working with project controls information.
Preferred Qualifications
- 7+ years of total experience in computer science, engineering, procurement and construction projects; experience outside of engineering and construction will be considered.
- At least 3 years of experience working with project controls information.
- Experience in risk management, contracting and procurement would be beneficial.
