The Project Controls Manager will oversee the development, implementation, and management of project controls systems and processes for the M80 Ring Road Alliance. This role is pivotal in ensuring that projects are delivered on time, within budget, and to the highest quality standards.

The Project
The M80 Ring Road Alliance (comprising ACCIONA, MACA, and AECOM) has been selected to design and construct the M80 Ring Road Completion.
The project will deliver a major upgrade of the M80 Ring Road between the M80-Plenty Road interchange and the North East Link tunnel entrance at Watsonia, providing a seamless connection to North East Link. Works includes the construction of 14 kilometres of new lanes, bulk earthworks, retaining walls, bridge structures, rail interface works, intelligent transport systems, urban design and landscaping. This diverse and challenging project will be complete in 2028.
About The Opportunity

Develop and implement the overall project controls strategy and plan for the M80 Ring Road Alliance.

Establish project controls policies, procedures, and guidelines to ensure consistent and effective control measures.

Oversee budgeting and cost control processes, including cost planning, cost forecasting, and variance analysis.

Monitor and report on project expenditures, ensuring alignment with the approved budget.

Implement cost-saving measures and recommend corrective actions for budget deviations.

Maintain and manage robust, accurate Earned Value reporting on the Alliance.

Communicate and report on Earned Value performance, metrics, trends and variances.

Continuously improve and maintain Earned Value system and Performance Measurement Baseline (PMB) every quarter on the Alliance.

Provide leadership, governance and support to the Risk Lead as part of the Project Controls function

Identify potential project risks and develop risk management plans to mitigate their impact.

Conduct regular risk assessments and implement strategies to manage and reduce risks.

Ensure that contingency plans are in place and effective.

Lead and mentor a large team of project controls professionals, fostering a collaborative and high-performance work environment.

Contribute to the Project Strategic Plan, participating in the implementation of key people initiatives.
Required Skills and Competencies
-
Appropriate tertiary qualifications in Engineering, Construction Management, Project Management, and/or Finance.

Postgraduate qualifications or professional certification (CPEng, RegPM, PMP) is preferred.

Proven experience as a Project Controls Manager supporting major civil infrastructure projects.

Advanced communication skills & leadership experience.
